Body
WHEREAS, the Housing Authority of the City of Milwaukee (HACM) is a public body, corporate and politic, duly created, organized and existing under the provisions of Wisconsin State Statutes 66.1201; and

WHEREAS, during a recent review of HACM’s Bylaws, it was noted that Article II, Section 8, “Additional Personnel,” states that “The Authority may, from time to time, employ such personnel as it deems necessary to exercise its powers, duties and functions…” and “The selection and compensation of such personnel (including the Secretary-Executive Director), shall be determined by the Authority…”; and

WHEREAS, HACM’s Board of Commissioners would like to clarify that the Board has, in practice, already delegated this task to the Secretary-Executive Director and that this historic and current practice is officially approved by the Board, i.e., the “Authority,” and believes this delegation efficiently and effectively accomplishes the goals of the organization; and

WHEREAS, the Board of Commissioners, however, retains its oversight of the Secretary-Executive Director’s performance and compensation, per Article II, Section 4 of the Bylaws; and

WHEREAS, the Secretary-Executive Director may also designate others as necessary to perform any and all acts related to personnel matters, such as hiring, duties, performance, compensation, disciplining, and separation, as examples, and may establish policies and procedures as needed; now, therefore be it

RESOLVED, that the HACM Board of Commissioners delegates personnel matters to the Secretary-Executive Director and those they designate; and, be it

FURTHER RESOLVED, that the proper officers of the Authority be and hereby are authorized and ...
