Title
Substitute resolution authorizing position authority and funding for a Public Health Strategist Coordinator in the Policy, Innovation and Engagement Division of the Health Department.
Analysis
This resolution authorizes position authority for a Public Health Strategist Coordinator in the Policy, Innovation and Engagement division of the Health Department. Salary and fringe benefits costs for this position shall be provided solely from the Opioid Settlement Special Purpose Account, when established, which is to be funded by Milwaukee’s allocation of settlement proceeds from the National Prescription Opiate Litigation lawsuit. Position authority shall be rescinded in the event monies in the End Overdose MKE Special Purpose Account are insufficient to fund salary and fringe benefits costs for the position.
Body
Whereas, The State of Wisconsin has been allocated $410 million of settlement proceeds from the National Prescription Opiate Litigation lawsuit to be received over 16 years beginning in 2022; and

Whereas, Wisconsin Act 57, approved in 2021, stipulates that 70% of settlement proceeds be allocated to Wisconsin counties and the 16 litigating municipalities, including the City of Milwaukee; and

Whereas, A Public Health Strategist Coordinator position is needed to address harm caused by opioid use by providing training on Narcan, Fentanyl Test Strip and other evidence-based harm reduction practices to community-based professionals and paraprofessionals; and

Whereas, The Public Health Strategist Coordinator is expected to identify community stakeholders, develop and launch collaborative efforts with community organizations, and organize and facilitate the implementation of harm reduction strategies; and
