Title

Resolution relating to acceptance and funding of a 2023 Homeland Security Program STAC Public Health and Medical Intelligence Threat Analyst grant.

Analysis

This resolution authorizes the Milwaukee Police Department to accept and fund a 2023 Homeland Security Program Southeast Wisconsin Threat Analysis Center (STAC) Public Health and Medical Intelligence Threat Analyst grant from the Wisconsin Department of Military Affairs Wisconsin Emergency Management in the amount of $80,000 with a city share of $0 and a grantor share of $80,000. The purpose of the grant is to collaborate with public health and emergency management partners to provide real-time public health information to prepare, plan, mitigate, respond, and recover from threats that require a community response. 

Body

Whereas, Under the terms of CFDA #97.067, the City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Military Affairs Wisconsin Emergency Management to collaborate with public health and emergency management partners to provide real-time public health information to prepare, plan, mitigate, respond, and recover from threats that require a community response; and

 

Whereas, The operation of this grant from 1/1/2023 to 12/31/2023 would cost $80,000 of which, $0 would be provided by the city and $80,000 (100%) would be provided by the grantor; now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2023 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled 2023 HS STAC Public Health Intelligence Threat Analyst Grant:

Further Resolved, That these funds are budgeted for the Police Department, which is authorized to:

 

1.                     Expend from the amount budgeted for specified purposes as indicated in the grant

budget and incur costs consistent with the award date;

 

2.                     Transfer funds within the project budget as long as the amount expended for each

specific purpose does not exceed the amount authorized by the budget by 10 percent; and, be it

 

Further Resolved, That the 2023 Positions Ordinance shall be amended as follows:

Add one (1) position of Police Officer (CC)

 

Add footnote (CC) as follows:

 

(CC) Homeland Security Program Southeast Wisconsin Threat Analysis Center (STAC) Public Health and Medical Intelligence Threat Analyst Grant: Position authority for one grant funded intelligence analyst position to expire on 12/31/2023 unless the Homeland Security STAC Public Health and Medical Intelligence Threat Analyst grant is extended.
