Analysis
Substitute resolution authorizes the Health Department to accept, and fund the Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems grant from the Centers for Disease Control & Prevention (CDC) in the amount of $8,151,554, with a City share of $0 and a grantor share of $8,151,554. The funding is allocated to Milwaukee and other jurisdictions on a formula basis to provide a 5-year national investment in local and state public health capacity and workforce.
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Centers for Disease Control to support public health foundational capacity and ensure the Milwaukee Health Department has the workforce and systems of a 21st century public health department; and
Whereas, The operation of this grant program from December 1, 2022 to November 30, 2027 will cost $8,151,554 comprised of $8,151,554 or 100% grantor share and $0 or 0% City share; now, therefore, be it;
Resolved, By the Common Council of the City of Milwaukee, that the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, that the Commissioner of Health or their designee is authorized to execute the grant agreement with the funder to operate the program; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent account of the 2022 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled CDC Public Health Infrastructure:
