Title
Resolution relating to the expenditure of funds to be reimbursed by greater than anticipated revenue (Special Purpose Account - End Overdose MKE).
Analysis
This resolution authorizes supplemental appropriations for the End Overdose MKE Special Purpose Account and funding for the Milwaukee Overdose Response Initiative and other harm-reduction strategies.
Body
Whereas, Section 304-91 of the Milwaukee Code of Ordinances establishes procedural guidelines related to the expenditure of funds to be reimbursed by greater than anticipated revenue; and
Whereas, The Common Council adopted Resolution File Number 220562 on August 12, 2022, authorizing the proper City officials to accept disbursements of settlement payments relating to the National Prescription Opiate multidistrict litigation; and
Whereas, The End Overdose MKE project is designed to aid the Health Department in achieving health equity in Milwaukee by addressing communities that are most heavily impacted by the opioid epidemic; and
Whereas, The Comptroller has certified that greater than anticipated revenue up to the amount of $2,000,000, pursuant to s. 304-91, and
Pursuant to s. 304-91, I hereby certify that the money required for this is to be realized on or before December 31, 2022, and is to be expended only for the purposes specified in this resolution.

Resolved, By the Common Council of the City of Milwaukee, that the Comptroller is hereby authorized and directed to increase appropriations up to the amount of $2,250,000 in the SPA End Overdose MKE ($680,000 to 0001-3810-0001-S250-006300; up to $1,570,000 to 0001-9990-0001-S250-006300 to be transferred to the Health Department with Common Council approval) and to increase the estimated revenues (0001-3810-0001-009870) to fund the Milwaukee Overdose Response Initiative and other harm-reduction strategies; and, be it
Further Resolved, That this special purpose account is assigned to the Milwaukee Health Department, and the Milwaukee Health Department is authorized to expend up to $680,000 as set forth in the proposals attached to this file; and, be it
Further Resolved, That the Comptroller is authorized and directed to establish the necessary accounts and accounting procedures to carry out the intent of this resolution, including the carryover of any remaining 2022 appropriation balance to 2023, and annually thereafter.
