Title

Resolution authorizing the Commissioner of Health to enter into agreements with private property owners to locate COVID-19 testing and vaccination facilities on private property.

 

Analysis

This resolution extends the authorization for the Commissioner of Health to enter into agreements with private property owners to locate COVID-19 testing and vaccination facilities on private property. This authority expires on December 31, 2023.

 

Body

Whereas, The Health Department anticipates sustaining COVID-19 testing and vaccination facilities in various areas of the city to best serve the needs of residents; and

 

Whereas, The Health Department expects to operate these temporary COVID-19 testing and vaccination facilities directly, through vendors or through operating agreements between the Department and vendors to maximize efficiency; and

 

Whereas, The Health Department anticipates possibly locating some of these temporary COVID-19 testing and vaccination facilities on private property, thus requiring an agreement between the property owner and the City; and

 

Whereas, The Health Department expects any compensation to the property owner stipulated in an agreement between a property owner and the City for the temporary use of the private property will be either negligible, and funded through the Department’s operating budget, or provided through current or future funds granted to the City specifically to respond to the COVID-19 pandemic; and

 

Whereas, Authorizing the Commissioner of Health, with the approval of the Office of the City Attorney, to execute these agreements with private property owners is expected to enable the Health Department to respond quickly and more effectively to emerging community needs; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Health is authorized to enter into agreements with private property owners, as approved by the Office of the City Attorney, to locate temporary COVID-19 testing and vaccination stations on private property; and, be it

 

Further Resolved, Any compensation to the property owner stipulated in an agreement between a property owner and the City for the temporary use of the private property shall be either negligible, and funded through the department’s operating budget, or provided through current or future funds granted to the city specifically to respond to the COVID-19 pandemic; and, be it

 

Further Resolved, That this authority shall expire on December 31, 2023, unless otherwise rescinded or amended by Common Council action.
