Title

Substitute resolution relating to the Community Intervention Task Force membership and extending the reporting deadline.

Analysis

This resolution amends Common Council Resolution File Number 210519, adopted on March 23, 2021, extending the deadline for the Task Force’s report to the Common Council from July 31, 2022 to December 31, 2022.

 

The resolution further provides that the 2 task force seats vacated by Common Council members representing the 3rd and 9th aldermanic districts be filled by 2 Common Council members appointed by the Common Council President.

 

The resolution also designates the Director of Emergency Communications as a member of the Task Force.

 

Body

Whereas, The Common Council adopted Resolution File Number 201519 on March 23, 2021, creating an MPD Diversion Task Force to develop a master plan for responding to calls for service that do not involve threats to public safety; and

 

Whereas, The Common Council adopted Resolution File Number 210785 on December 14, 2021, amending File Number 201519 to change the name of the Task Force to the Community Intervention Task Force, and to extend the reporting deadline to April 30, 2022; and

 

Whereas, The Common Council adopted Resolution File Number 211798 on March 22, 2022, amending File Number 201519 to extend the reporting deadline to July 31, 2022; and

 

Whereas, Resolution File Number 201519 stipulates the Task Force shall include the 2 Common Council members representing the 3rd and 9th aldermanic districts: and

 

Whereas, The 3rd and the 9th aldermanic districts are presently not being represented on the Common Council; and

 

Whereas, While the Task Force has made significant progress, more time is needed to fully consider work group findings, and to reach consensus on recommendations to the Common Council; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the 1st item in the list of items in the first “Further Resolved” clause of Common Council File Number 201519 is amended to read:

 

“1. The Common Council member representing the 6th aldermanic district and two Common Council members appointed by the Common Council President.”

 

; and, be it

 

Further Resolved, That the 4th item in the list of items in the first “Further Resolved” clause of Common Council File Number 201519 is amended to read:

 

“4. The Director of Emergency Management.”

 

: and, be it

 

Further Resolved, That Common Council File Number 201519 is amended by adding an 11th item to the list in the first “Further Resolved” clause to read:

 

“11. The Director of Emergency Communications.”

 

: and, be it

 

Further Resolved, That Common Council File Number 201519, as amended by Common Council Resolution File Numbers 210785 and 211798, is amended by replacing the fourth “Further Resolved” clause with the following:

 

“Further Resolved, That the Community Intervention Task Force shall submit a report to the Common Council of its findings and recommendations no later than December 31, 2022; and, be it”
