Title

Resolution amending Common Council File Number 210276 relating to accepting increased funding of the 2021-22 Public Health Preparedness (CDC) grant from the Wisconsin Department of Health Services.

 

Analysis

This resolution amends Common Council File Number 210276, accepting and increasing funding the Public Health Preparedness grant from the Centers for Disease Control via the Wisconsin Department of Health Services. The amendment increases funding by $56,492.

 

Body

Whereas, Common Council File Number 210276 authorized the Health Department to apply for, accept, and fund the Public Health Preparedness grant from the Wisconsin Department of Health Services to ensure the City of Milwaukee is equipped to respond to public health emergencies, disasters, pandemics, and disease outbreaks; and

 

Whereas, the original grant provided funding of $331,934, with a Grantor share of $331,934 and City share of $0; and

 

Whereas, the Grantor share for this program is increased by $56,492, or 17%, and the City share is increased by $0; now, therefore, be it;

 

Resolved, By the Common Council of the City of Milwaukee, that application to the Department of Health Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81-5c; and, be it

 

Further Resolved, that the Commissioner of Health or her designee is authorized to execute the amended grant agreement in substantially the same form as any agreement included in this file; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Amend the budgeted funds within the Project/Grant parent account of the 2021 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Public Health Emergency Prep:

2.  Create the necessary Special Revenue Fund Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and be it

 

Further Resolved, That these funds are appropriated to the Health Department which is authorized to:

 

1.                     Expend from the amount appropriated sums for specified purposes as indicated in the amended grant budget and incur costs consistent with the award date;

 

2.                     Expend from the 2021 grant budget funds for specific items of equipment; and,

 

3.                     Expend from the 2021 grant budget funds for training and out-of-town travel by departmental staff; and,

 

4.                     Enter into subawards and leases as detailed in the grant budget.
