Analysis

This ordinance clarifies that the recently-created department of emergency communications will serve as the 24-hours-per-day, 7-days-per-week, 365-days-per-year dispatch center for the city.

Body

Whereas, In October 2021, the Common Council passed File Number 210845, an ordinance relating to the creation of a department of emergency communications; and

 

Whereas, File Number 210845 did not specify that the Department of Emergency Communications will be staffed and operational for 24 hours per day, 7 days per week, and 365 days per year; and

 

Whereas, The City is concurrently drafting a Memorandum of Understanding to clarify this issue in order to satisfy Wisconsin legal requirements; now, therefore

 

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 390-3-8 of the code is created to read:

 

390-3. Purpose.

 

8. Serve as the city’s public safety answering point and designated point of contact for first responders, including 24-hours-per-day, 7-days-per-week, 365-days-per-year dispatch services for emergency and non-emergency call-answering, radio monitoring and transmissions, and computer-aided dispatch to support the public safety efforts of the Milwaukee police and fire departments and the public safety departments of surrounding municipalities.
