Title
Resolution relating to the appropriation of American Rescue Plan Act funds for administrative expenses.
Analysis
This resolution allocates $2,500,000 in American Rescue Plan Act funds to the Department of Administration and the City Comptroller for administration expenses.
Body
Whereas, The Common Council, in File Number 211939, authorized the Department of Administration to accept the second tranche of funding from the U.S. Department of the Treasury for the American Rescue Plan Act (ARPA) grant in the amount of $197,113,324.50; and

Whereas, The City expects to receive the second tranche of funding through the Local Fiscal Recovery Fund (LFRF) in June, 2022, in the amount of $197,113,324.50, of which $197,113,324.50 is provided by the grantor and $0 will be provided by the City; and

Whereas, an allowable use of ARPA funds under Treasury Department guidelines is for expenses involved in administering the program, including for oversight, reporting and ensuring compliance with legal, regulatory and other requirements; and

Whereas, The Common Council, in File Number 211939 authorized allocating $2,500,000 from the second tranche for administrative and compliance staff; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that $1,960,000 is appropriated from the Local Fiscal Recovery Fund in the 2022 Special Revenue and Aid Projects Fund to the Department of Administration for the purpose of administration expenses for the ARPA grant; and, be it

Resolved, By the Common Council of the City of Milwaukee that $540,000 is appropriated from the Local Fiscal Recovery Fund in the 2022 Special Revenue and Aid Projects Fund to the City Comptroller for the purpose of administration expenses for the ARPA grant; and, be it

Further Resolved, That the Department of Administration and City Comptroller are authorized to expend the appropriated monies; and, be it
