This resolution directs the Department of Administration - Intergovernmental Relations Division to lobby for the repeal of s. 940.04, Wis. Stats, which bans abortion.
Body
Whereas, One in four women will have an abortion during their lifetime, and people across the gender spectrum receive and rely on abortion care; and
Whereas, The 1973 U.S. Supreme Court ruling in Roe v. Wade made access to safe and legal abortion a constitutional right in the United States; and
Whereas, Seventy-two percent of people nationwide oppose overturning Roe v. Wade according to a Marquette Law School poll from January, 2022; and
Whereas, The U.S. Supreme Court is expected to rule this summer on Dobbs v. Jackson’s Women’s Health, and overturn Roe v. Wade’s protected right to an abortion; and
Whereas, Wisconsin has a 173-year-old criminal abortion law still in its statutes that could immediately go into effect if Roe v. Wade is overturned, effectively banning all abortions in the state by making it a felony to perform an abortion with no exceptions for rape, incest, or the health of the pregnant person; and
Whereas, In 2018, there were 6,042 abortions performed in Wisconsin; and
Whereas, If abortions are banned in Wisconsin, anyone seeking abortion care will need to travel out of state; and
Whereas, Those who cannot afford to travel, take time off work, or obtain childcare will face severe obstacles to obtaining abortion care; and
Whereas, Should Roe v. Wade be overturned, communities of color, low-income communities, people who are disabled, immigrants, young people, people living in rural communities, and members of the LGBTQ+ community will be among the most disproportionately affected populations; and
Whereas, Abortion care is health care; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Common Council firmly states its commitment to protect abortion care and to ensure all people in Milwaukee and the State of Wisconsin have access to all health care, including abortion; and, be it
Further Resolved, That the City supports the repeal of s. 940.04, Wis. Stats., which bans abortion at any stage of pregnancy without exception for rape, incest, or the health of the patient; and, be it
Further Resolved, That the Department of Administration - Intergovernmental Relations Division is directed to lobby for the repeal of s. 940.04, Wis. Stat., which bans abortion; and, be it
Further Resolved, That Resolution File Number 200668 is amended by inserting the following item in the document attached to the file and identified as “AMENDED 2021-2022 State Legislative Detailed Proposals and Key Issues”:
