Ms. Seamster said that she has escort charges and that his business partner has the carry concealed weapon charge. Individuals in opposition: Cecilia Brown – 3056 N 36th St - said that she is in objection because they never had a license and they were operating and throwing parties at the store. She said that she reported at the police (District 7) and that she has everything documented with reports, photos and that she does not want another liquor store when they have one right across the street and another one on the corner. She added that the videos are taken from her own lot where you can see people drinking on the street, smoking pot, urinating on the street, throwing trash and even gun shots being fired. Ald. Rainey thanked Ms. Brown for appearing and he said that he agrees on that the area being oversaturated with liquor stores and corner stores and requested to deny the license. Ald. Individuals in opposition: Willie Fuller - 3402 N 44st St – said that she is in objection and that she was here last year to object as well. She added that after that hearing, there were people standing in front of her house, pointing at her saying “she is the one that stopped” and that she does not want any more confrontations with people that park in front of her house blocking the garage door. She said that she has a photo of that group people standing in front of her house. Ald. Rainey asked Ms. Fuller if there is loud music or anything else going on at that location. Ms. Fuller said that there is loud music coming from that building at early hours and even when they are not open. Individuals in support: Ms. Angela Yancey – 5303 N 50th St – said that she is the secretary of the 12 step program and that she is aware about the neighbors' complaints but that they are part of the community and that the members are reminded to go straight to their cars after the daily meetings and that they cannot police all of them and that they are not doing anything wrong but to socialize on the street. Mr. Mark Miller – 4210A W Roosevelt Dr – said that the recovery community at this facility helped him to recover and that the staff reminds the participants not to stay on the street to avoid problems with the neighbors but that they cannot control the people after they leave the center. He added that this program is vital for many people in that part of the town where is needed. Ald. Coggs said that this hearing is for the food license associated with the building and that has nothing to do with the 12 step program. Individuals also present: Ald. Rainey said that he has received many neighbor complaints about the loitering and loud music after the participants are done with the meetings. He added that he has received a report of people bringing lawn chairs to hang out on the parking lot and that he cannot support the food license until the center corrects the loitering situation. Emil Obviagele who asked a couple of questions regarding the sale of t-shirts on the premises which is an item on the police report. The applicant said that he did not give permission and that no payment was received from the person selling merchandise on the premises. He added that he requested the police to have that vendor being removed from the premises and that he confirmed with the manager that no permission was given and that no payment was taken from the vendor. Atty. Obviagele said that this vendor never returned and that the cameras worked all the time and that no evidence was obtained from the surveillance cameras. Atty. Obviagele asked the applicant to provide more information about what he has done after the shooting incident listed on the police report as well. The applicant said that they have improved the lights (that as a matter of fact his neighbor Paul complained about it) and the surveillance system. Added that he has no idea where all these people come from because they did not have that issue before the pandemic started. Atty. Obviagele asked about the expired food items listed on the police report. The applicant said that the expired merchandise was going to be returned and that it was set on the side of the cooler and that the other items were not rotated by the employee. Individuals also present: Ald. Spiker asked at what time the shots were fired. Atty. Obviagele said that around 2:30AM Ald. Spiker asked the hours of the security guards hired after the incident. The applicant said that they are in service until 5AM Individuals in objection: John Eggerbrecht - 2223 N Bluff St – who said that he has sent a letter of all the items that have happened at late night hours and the multiple service calls received for this address. He said that most of these incidents have been happened late at night and have affected the lives of all the neighbors and, that all these incidents are a treat to the him and neighbors. Ald. Spiker asked why all the incidents that the neighbors cited are not on the police report of the premises. He said that it is hard for the committee not to see them reflected on the report. Mr. Eggerbrecht said it is becoming hard to have a good sleep at night because of the extended hours license. Paul Bachowski - 519 E North Av – said that he agreed with everything what the other neighbor said and that most of the issues come from the extended hours operations and that his life has been put in danger because of this license. He said that the lights have been leveled up in order to avoid his cameras to catch up all the drug dealing for example. He added that neighborhood would be safer without this license operating. He also mentioned that the premises and surroundings are not cleaned up on a regular basis and, that there is an aggressive panhandling and, that the operator has shown not to be capable of addressing these issues and some others like people smoking on the premises, garbage, people doing drugs, bullet holes in his house, etc. Individuals also present: Ald. Coggs said that she wants to sit down with the applicant, the police and neighbors to address these issues. Ald. Hamilton moved to hold the application to the call of the chair. Ricardo Acevedo Colon – said that on April 15th he was stroked by the back and was hit on the head with a bottle when he was escorting a patron outside. Brandon McDonald– said that there were 2 gentleman escorted outside with 4 bottles in hand and that those bottles were thrown at them (and that when they tried to get medical help for Ricardo) the things turned even more aggressive.
