Title

Substitute resolution rejecting all proposals for development of the former Army Reserve site at 2372 South Logan Street and authorizing a new request for proposals for development of the site.

Analysis

This resolution rejects all proposals for development of the City-owned property at 2372 South Logan Street and permits the City of Milwaukee to issue a new request for proposal.  None of the proposals submitted in response to the November 10, 2008 request for proposal met the expectations of the City and the residents of the surrounding neighborhood.  It is expected that the recent improvements in the housing market will contribute to a better selection of proposals for development of this site.

Body

Whereas, On November 10, 2008, the Department of City Development (“DCD”), pursuant to Common Council file number 080743, issued a Request for Proposal for private development of the former Army Reserve site at 2372 South Logan Avenue; and

 

Whereas, After reviewing the proposals for the project with the public, it was determined that there was little neighborhood support for the finalists; and

 

Whereas, None of the proposals met the suggested asking price for the property as set by DCD; and

 

Whereas, The quality of the proposals was affected by the depressed housing market at the time, and recent trends are pointing towards a rebound in the market; and

 

Whereas, The intent of the Common Council is to solicit more neighborhood input throughout a new Request for Proposal process; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that all proposals for development of the former Army Reserve site at 2372 South Logan Street are rejected; and, be it

 

Further Resolved, That the Commissioner of DCD, or designee, is directed to advertise a new Request for Proposal and, upon receipt of development proposals, to make a recommendation to the Common Council for the proposal that best meets the request; and, be it

 

Further Resolved, That at such time as the property is sold, the sale proceeds, less marketing and closing expenses and a 30 percent reimbursement to the Redevelopment Authority of the City of Milwaukee, shall be returned to the General Fund.
