Title

Substitute resolution authorizing the Department of Employee Relations to issue a request for proposal for the City’s group life insurance and long term disability benefit

 

Analysis

This resolution authorizes the Department of Employee Relations to conduct a request for proposal (RFP) process for the City’s group life insurance benefit for employees and retirees and long term disability insurance for general city employees with contract terms commencing January 1, 2023.

 

Body

Whereas, Common Council File 180183 and 190242 authorized the Department of Employee Relations to enter into a contract with MetLife for group life insurance and Sun Life Financial for long term disability coverage; and

 

Whereas, The contract terms and rate guarantees for both carriers expire December 31, 2022; and

 

Whereas, It is in the City’s best interest to conduct a joint RFP process and bundle the insurance options in order to obtain the most competitive premium rates for a contract period commencing January 1, 2023; and  

 

Whereas, The Department of Employee Relations will work with its benefits consultant and an internal review team to issue a joint RFP and evaluate responses; now, therefore, be it  

 

Resolved, By the Common Council of the City of Milwaukee that the Department of Employee Relations is authorized to execute a joint request for proposal process to select a group life and long term disability insurance provider; and, be it

 

Further Resolved, That following the conclusion of the request for proposal process, the Department of Employee Relations will provide the Finance and Personnel Committee with a recommendation for an insurance carrier for the two benefit coverages.
