Mr. Jones said Great Lakes has performed and supplied many of the panels at the Westlawn Gardens project. Director Hurtado commented that in the next year there are indications that prices will be increasing for residential and multi-family construction which will impact labor and material budgets and cause cost overruns. She encouraged staff that if something needs quick approval for lower pricing, they should ask for a special meeting.	Pass	7:0

WHEREAS, Travaux Inc. solicited sealed proposals by Official Notice Number 58041 during the period October 29, 2021 through December 17, 2021 for Factory-Built Panels (Furnish and Install) for Building 3.1 (Westlawn Renaissance V) at Westlawn Gardens Phase 2; and

WHEREAS, said solicitation was unsuccessful, garnering only one late proposal that could not be entertained pursuant to the Request for Proposals; and

WHEREAS, time is of the essence for making an award for factory-built panels because lumber prices are expected to increase significantly shortly after the start of the year 2022, and the sooner a supplier can be contracted the more favorable the pricing will be; and

WHEREAS, Travaux Inc., having already solicited a number of sources where competition was determined to be inadequate, conducted a non-competitive, invited solicitation as allowed by the Code of Federal Regulations; and

WHEREAS, Great Lakes Components LLC, a qualified and competent bidder, submitted the sole responsive and responsible proposal, and staff recommends an award in the amount of $1,750,000.00 not to exceed, the actual contract amount thereto subject to final negotiations; therefore, be it,

RESOLVED, by the Board of Directors of Travaux Inc. that it hereby authorizes and approves accepting the proposal of and entering into a contract with Great Lakes Components LLC for Factory-Built Panels (Furnish and Install) for Building 3.1 (Westlawn Renaissance V) at Westlawn Gardens Phase 2; and, be it

FURTHER RESOLVED, that funds for these services will come from Westlawn Renaissance V Mixed Financing; and, be it
