Title
Resolution relative to the acceptance and funding of the Office of Violence Against Women (OVW) Grant to Prevent and Respond to Domestic Violence, Dating Violence, Sexual Assault, and Stalking Against Children and Youth grant from the Department of Justice, Office of Violence Against Women.
Analysis
This resolution authorizes the Department of Administration’s Community Development Grants Administration to accept and fund the Health Department’s Office of Violence Prevention to carry out the Safer Communities for Youth Project in the amount of $500,000 grant share with no city match. The purpose of the grant is to increase Milwaukee’s response to domestic violence, dating violence, sexual assault and stalking among youth ages 11 to 24.
Body
Whereas, the City of Milwaukee has been allocated funding through the OVW Grants to Prevent and Respond to Domestic Violence, Dating Violence, Sexual Assault, and Stalking Against Children and Youth Grant through the Department of Justice, Office of Violence Against Women at $500,000; and

Whereas, the Office of Violence Prevention is part of a three-year initiative to provide prevention programming related to domestic violence, dating violence, stalking and sexual assault. The project will increase the capacity of youth-serving organizations and programs to address the prevention of and response to domestic violence, dating violence, sexual assault and stalking through targeted educational trainings. In addition, the project will increase the access Milwaukee youth ages 11 to 24 have to prevention programming that is inclusive of youth-led strategies, assists youth in understanding and recognizing abusive behavior, and addresses bystander intervention.

Whereas, there is no local share required for this grant program; and

Whereas, the operation of this grant program from 10/1/20 to 9/30/23 would cost $500,000 which will be provided as the grantor share; now, therefore, be it

Resolved, by the Common Council of the City of Milwaukee, that the Community Development Grant Administration (CDGA) is hereby authorized to accept and allocate funding awards; and, be it

Further Resolved, that the City of Milwaukee assures and certifies that it will comply with the policies, guidelines and requirements with respect to the acceptance and use of the OVW Grant to Prevent and Respond to Domestic Violence, Dating Violence, Sexual Assault, and Stalking Against Children and Youth Grant from the U.S. Department of Justice, Office of Violence Against Women; and, be it

Further Resolved, that the Community Development Grants Administration is responsible for awarding subrecipient contracts for approved activities; and, be it

Further Resolved, that the City of Milwaukee assures and certifies that it will comply with the regulations, policies guidelines and requirements with respect to the acceptance and use of the OVW Grants to Prevent and Respond to Domestic Violence, Dating Violence, Sexual Assault, and Stalking Against Children and Youth Grant from the U. S. Department of Justice; and, be it

Further Resolved, By the Common Council of the City of Milwaukee that the Community Development Grants Administration shall accept this grant without further approval unless the terms of the grant changes as indicated in Section 304-81 of the Milwaukee Code of Ordinances; and, be it

Further Resolved, That the City Comptroller is authorized to:

Commit Funds within the Project/Grant Parent of the 2021 Special Revenue Grant and Aid Projects Fund, the following amounts for the program/projects titled Safer Communities for Youth from the U.S. Department of Justice:

Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amounts required under the grant agreement;

Establish a cash advance procedure in order to make funds available to those departments or agencies which are unable to implement the Community Development Program projects on a reimbursable basis.

; and, be it

Further Resolved, That prior to making any cash advance to any department or agency the City Comptroller shall receive from the Block Grant Director of the Community Development Grants Administration a statement indicating the circumstances that resulted in a decision to provide such cash advance based on a review of the needs of such department or agency; and, be it

Further Resolved, That these funds are budgeted for the Community Development Grants Administration, which is authorized to:

Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

Expend from the 2021 grant budget funds for updating computer equipment.

Expend from the 2021 grant budget funds for training and out-of-town travel by departmental staff.

Enter into subcontracts and leases as detailed in the grant budget.

; and, be it

Further Resolved, That all departments/agencies are required to submit budget and activity reports in amounts and according to any conditions approved by the Common Council and the Mayor in conformance with File Number 74-92-5v to the Community Development Grants Administration and the City Comptroller for their review and approval; and, be it

Further Resolved, that payments for the Safer Communities for Youth Program shall be paid in accordance with approved reimbursement policy based on the approval by the Community Development Grants Administration and City Comptroller of a Budget Forecast (CDA-51); and, be it

Further Resolved, that should DOJ/OVW impose deficit reduction cuts and sequestrations, the Mayor and the Community & Economic Development Committee shall have the authority to amend any or all projects proposed in this resolution; and, be it

Further Resolved, that should there be a delay in the Funding Approval and Grant Agreement from DOJ/OVW, the Community Development Grants Administration is authorized under CCFN 901873, adopted on March 5, 1991, to request the use of City funds for 2021 Safer Communities for Youth Program from the U. S. Department of Justice activities through revenue anticipation note (RAN) authority identified in the annual City budget.
