Title

Substitute resolution relating to the appropriation of American Rescue Plan Act funds for a Reckless Driving Initiative - Department of Public Works as set forth in the City of Milwaukee Stronger Summer Plan.

Analysis

This resolution allocates $6,000,000 in American Rescue Plan Act funds to the Department of Public Works - Infrastructure and the Police Department for community-supported traffic safety improvements along the pedestrian high injury network at various locations across the city.

 

Body

Whereas, The Common Council, in File Number 210268, authorized the Department of Administration to accept funding from the U.S. Department of the Treasury for the American Rescue Plan Act grant in the amount of $197,113,324.50; and

 

Whereas, The American Rescue Plan Act (ARPA) grant will operate from March 3, 2021, to December 31, 2024, and will provide approximately $394,226,649 to the City of Milwaukee through the Local Fiscal Recovery Fund (LFRF); and

 

Whereas, The City has received the initial LFRF grant award of $197,113,324.50, of which $197,113,324.50 is provided by the grantor and $0 will be provided by the City; and

 

Whereas, The Common Council, in File Number 201571, directed the Department of Administration to develop a plan for the allocation of funds received from the LFRF and present this plan to the Common Council; and

 

Whereas, The Mayor has used input from the public and the Common Council to develop a detailed allocation plan for $93,045,000 from the LFRF in a Stronger Summer package to continue the strong and equitable recovery from the COVID-19 pandemic; and

 

Whereas, The Stronger Summer package will allocate funds for employment and job training, affordable and sustainable housing, public health and pandemic response, small business and economic development, community and neighborhood health, early childhood education, and core City services; and

 

Whereas, The Stronger Summer package includes specific and measurable goals including racial equity; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that $6,000,000 is appropriated from the Local Fiscal Recovery Fund in the 2021 Special Revenue and Aid Projects Fund to the Department of Public Works for the purpose of community-supported traffic safety improvements along the pedestrian high injury network at various locations across the city; and, be it

 

Further Resolved, That the department is authorized to expend the appropriated monies; and, be it

 

Further Resolved, That the Department of Public Works is authorized to expend from the department’s grant budget funds for specific items of equipment, for training and out-of-city travel by departmental staff, and to enter into leases and subcontracts as needed to fulfill the purposes of the project; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.    Commit funds within the project/grant parent of the 2021 Special Revenue Grant and Aid Projects Fund for the project;

 

2.    Create the necessary grant and aid project/grant and project/grant levels, budget against these project grant values the amount required under the grant agreement;

 

3.    Establish the necessary City share project values.

 

; and, be it

 

Further Resolved, That the Department of Public Works shall provide quarterly reports to the Common Council on the expenditure of these funds, including the dollar amount spent and the purpose of each expenditure.
