Substitute resolution relative to acceptance and funding of the 2021 - 2022 Validation of Non-Clinical Self-Collected Specimens Grant from the National Association of County & City Health Officials (NAACHO).
Analysis
This resolution authorizes the Health Department to accept and fund the 2021 - 2022 Validation of Non-Clinical Self-Collected Specimens Grant from the National Association of County & City Health Officials (NAACHO) in the amount of $146,310 100% grantor share with no city match. The purpose of the project is to focus on designing, piloting and validating the self-collection of genital and extra-genital (rectal and throat) specimens in a nonclinical (e.g. home) setting for testing by the public health laboratory.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the National Association of County and City Health Officials to focus on designing, piloting and validating the self-collection of genital and extra-genital (rectal and throat) specimens in a nonclinical (e.g. home) setting for testing by the public health laboratory; and
Whereas, The operation of this grant project from 09.01.2021 to 07.31.2022 would cost $146,310 entirely provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the National Association of County and City Health Officials is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to commit funds within the Project/Grant Parent of the 2021 Special Revenue Grant and Aid Project fund, the following amount for the National Association of County and City Health Officials NAACHO Clinical Validations:

And to create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted through the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budgets and incur costs consistent with the award date;
2. Expend from the 2021 grant budget for supplies and materials;
3. Enter into sub-contracts as detailed in the grant budgets;
Further Resolved, That the Common Council directs that the 2021 Positions Ordinance C.C. File Number 200537, should be amended as follows:
