Minutes note: This item was taken up with item #2. These items were held in committee pending expanding the entire district. The district won't be expanded at this time, so these items are now being scheduled. Both houses are similar in scale and size, but were treated differently over time, with one having an enclosed porch. The owner wishes to demolish both buildings to build an apartment on the site. Atty. Michelle Ebben - 790 N. Water St. - for E. North, LLC Mark Rudnicki - Sun Prairie - present for E. North, LLC Ms. Hatala noted both buildings have severe mold infestation and the floor plan may not be original. Ms. Peltz would like to get a formal letter noting why the organization did not wish to pursue this now. Jonathan Brostoff - apologized he couldn't be present in person.

1/10/20220 HISTORIC PRESERVATION COMMISSION HELD IN COMMITTEE

Minutes note: Ms. Carlen Hatala said the commission can hold a public hearing and make a recommendation or hold this in anticipation of expanding the existing district. Atty. Tom Gartner - present for the owner - if held, they will do nothing with the houses and these houses should be included with that discussion. Water pipes ruptured as Milwaukee Water Works didn't turn off the water, as requested and ultimately the two homes will need to be demolished. Owner has agreed to extension of the temporary designation. The owners have secured the buildings and are maintaining the lawns. Andrew Holentunder - neighbor - concerned about squatters and individuals hanging around the property. Dawn McCarthy - each house will be researched about expanding the district Held with the anticipation that DNS and HPC staff and owner's counsel will review the interior of the properties, extension of the temporary designation and all exterior work to be done with proper COA approval.

Minutes note: Items #10 and #11 were heard at the same time. Mr. Tim Askin said the permanent report is very similar to the temporary report, with a few additional information on one former owner. The temporary designation met e4, 5 and 8 of the Code. Ms. Peltz moved, seconded by Ms. Keating Kahn, to open the public hearing. Atty. Michelle Ebben - counsel for the East North, LLC, the property owners - there is a PowerPoint in the file. The owner did clean up the yards, front and side. Ann Lobotske - Mr Askin read her statement into the record. Jeremy Ebersole - Milwaukee Preservation Alliance - supports the designation Dawn McCarthy - nominator Andrew Bluthaler - lives on Idaho and is concerned his house might become part of North Point South Ald. Nik Kovac - he will be pursuing an extension of North Point South historic district, which will affect these properties and some on Idaho - he supports the designation, but thinks the opportunity should be taken to expand the district or not. Mr. Garcia moved, seconded by Ms. Peltz, to close the public hearing.
