Resolution relative to the funding of the Minority Health Community Programs to Improve Minority Health from the U. S. Department of Health & Human Services through the Community Development Grants Administration.
Analysis
This resolution authorizes the Department of Administration’s Community Development Grants Administration (CDGA) to accept, and fund the Minority Health Community Programs to Improve Minority Health from the U. S. Department of Health & Human Services.
Body
Whereas, The City of Milwaukee has been allocated funding through the Minority Health Community Programs to Improve Minority Health from the U. S. Department of Health & Human Services funding at $4,000,000; and

Whereas, The Office of African American Affairs as a part of a two-year initiative to identify and implement best practices for improving health literacy to enhance COVID-19 vaccination and other mitigation practices among underserved populations. Over the next two years, the Office of African American Affairs will work with local community-based organizations to develop a health literacy plan to increase the availability, acceptability, and use of COVID-19 public health information and services by racial and ethnic minority populations. The projects will also focus on other populations considered vulnerable for not receiving and using COVID-19 public health information. Recipients are also expected to leverage local data to identify racial and ethnic minority populations at the highest risk for health disparities and low health literacy, as well as populations not currently reached through existing public health campaigns. The Advancing Health Literacy (AHL) to Enhance Equitable Community Responses to COVID-19 initiative is part of the Biden/Harris Administration’s National Strategy for the COVID-19 Response and Pandemic Preparedness; and

Whereas, There is no local share required for this grant program; and

Whereas, The operations of this grant project from 7/1/21 through 6/30/23 would cost $4,000,000 which will be provided as the grantor share; now therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Community Development Grants Administration (CDGA) is hereby authorized to accept and allocate funding awards; and, be it

Further Resolved, That the City of Milwaukee assures and certifies that it will comply with the policies guidelines and requirements with respect to the acceptance and use of the Minority Health Community Programs to Improve Minority Health from the U. S. Department of Health & Human Services; and, be it

Further Resolved, That the Community Development Grants Administration is responsible for awarding a subrecipient contract for approved activities; and, be it

Further Revolved, That the City of Milwaukee assures and certifies that it will comply with the regulations, policies guidelines and requirements with respect to the acceptance and use of Minority Health Community Programs to Improve Minority Health from the U. S. Department of Health & Human Services; and, be it

Further Resolved, By the Common Council of the City of Milwaukee that the Community Development Grants Administration shall accept this grant without further approval unless the terms of the grant changes as indicated in Section 304-81 of the Milwaukee Code of Ordinances; and, be it

Further Resolved, That the City Comptroller is authorized to:

Commit Funds within the Project/Grant Parent of the 2021 Special Revenue Grant and Aid Projects Fund, the following amounts for the program/projects titled Minority Health Community Programs to Improve Minority Health from the U. S. Department of Health & Human Services:

Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amounts required under the grant agreement;

Establish a cash advance procedure in order to make funds available to those departments or agencies which are unable to implement the Community Development Program projects on a reimbursable basis.

; and, be it

Further Resolved, That prior to making any cash advance to any department or agency the City Comptroller shall receive from the Block Grant Director of the Community Development Grants Administration a statement indicating the circumstances that resulted in a decision to provide such cash advance based on a review of the needs of such department or agency; and, be it

Further Resolved, That these funds are budgeted for the Community Development Grants Administration, which is authorized to:

Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

Expend from the 2021 grant budget funds for updating computer equipment.

Expend from the 2021 grant budget funds for training and out-of-town travel by departmental staff.

Enter into subcontracts and leases as detailed in the grant budget.

; and, be it

Further Resolved, That all departments/agencies are required to submit budget and activity reports in amounts and according to any conditions approved by the Common Council and the Mayor in conformance with File Number 74-92-5v to the Community Development Grants Administration and the City Comptroller for their review and approval; and, be it

Further Resolved, That payments for Minority Health Community Programs to Improve Minority Health costs incurred shall be paid in accordance with approved reimbursement policy based on the approval by the Community Development Grants Administration and City Comptroller of a Budget Forecast (CDA-51); and, be it

Further Resolved, That should HHS impose deficit reduction cuts and sequestrations, the Mayor and the Community & Economic Development Committee shall have the authority to amend any or all projects proposed in this resolution; and, be it

Further Resolved, That should there be a delay in the Funding Approval and Grant Agreement from HHS, the Community Development Grants Administration is authorized under CCFN 901873, adopted on March 5, 1991, to request the use of City funds for 2021 Minority Health Community Programs to Improve Minority Health from the U. S. Department of Health & Human Services activities through revenue anticipation note (RAN) authority identified in the annual City budget.
