Title

Resolution relative to acceptance and funding of a Wisconsin Coastal Management Program grant for a study that will lead to the development of replicable outreach plans to address stormwater pollution in three diverse neighborhoods in collaboration with the Southeastern Wisconsin Watersheds Trust, Inc.

 

Analysis

This resolution authorizes the Department of Public Works, Infrastructure Services Division, to accept and fund a Wisconsin Coastal Management Program grant for the development of a replicable framework that will lead to the development of strategic neighborhood outreach plans for three neighborhoods in collaboration with the Southeastern Wisconsin Watersheds Trust, Inc. The total project amount is $57,166 of which $28,583 is reimbursable and the remaining $28,583 is the responsibility of the City of Milwaukee.

 

Body

 

Whereas, Stormwater pollution is an issue that cannot effectively be addressed via regulation alone; and;

 

Whereas, Behavioral change is an integral part and starts with individual and public awareness and a collaborative approach by multiple and diverse stakeholders.

 

Whereas, This project will be used to directly engage residents, business owners, homeowner associations, and other private landowners in three diverse neighborhoods to understand their views and to encourage stormwater pollution prevention; and 

 

Whereas, These three communities will be chosen based on an analysis of Milwaukee’s neighborhoods to identify underrepresented communities in stormwater pollution prevention education efforts; and

 

Whereas, Once the communities are chosen, the City, in collaboration with the Southeastern Wisconsin Watersheds Trust, Inc. (SWWT) will seek to understand if residents and business owners know where stormwater goes in their neighborhood, understand if they know what the major impairments in their local waterways are and if they know how to prevent those pollutants from reaching the waterway in the first place; and

 

Whereas, The results will be put into a report that will ultimately lead to a strategic communications guide to direct future educational efforts; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized to accept the Wisconsin Coastal Management Program (WCMP) Grant in accordance with Milwaukee Code of Ordinances 304-81, and to execute the grant agreement in the form submitted to this file, or in material conformance therewith; and, be it

 

Further Resolved, That upon approval of this Agreement, the City Comptroller is authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project, and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share of $5,000, whichever is greater, as follows:

Further Resolved, That the WCMP grant agreement is approved in substantially the same form as is attached to this file; and, be it

 

Further Resolved, That the proper City officers, including the Commissioner of the Department of Public Works, are hereby authorized to execute the Agreement.
