Resolution approving amendments to the 2021 PHA Annual Plan for the Housing Authority of the City of Milwaukee

Body
WHEREAS, the Housing Authority of the City of Milwaukee (HACM) requests to make three significant amendments to the PHA Annual Plan ; and

WHER
EAS; the first amendment is a change to the Admissions and Continued Occupancy Policy and to the Administrative Plan to allow use of scanned documents and electronic signatures; and

WHEREAS, the second amendment includes the addition of a new limited Homeless Preference to the Admissions and Continued Occupancy Plan for public housing and to the Administrative Plan for rent assistance, in which HACM can, from time to time, request limited number of applications referred from partner organizations in the Continuum of Care; and

WHEREAS, the second amendment will also add a description in the Administrative Plan of two programs targeted specifically to young adults aging out of foster care that are referred to HACM by the local public child welfare agency: HUD’s Foster Youth To Independence program as well as Project-Based Vouchers apartments in specific buildings that are targeted for this population; and

WHEREAS, the third amendment will be the approval of a new Assistance Animal Policy, based on recent changes in HUD guidance; and

WHEREAS, notices of the public hearing inviting comments on the proposed amendments has been published, and the public hearing has been held, and the Resident Advisory Board has also discussed the proposed amendments; now therefore be it

RESOLVED, by the Commissioners of the Housing Authority of the City of Milwaukee that the three proposed amendments to the PHA Annual Plan be approved; and, be it

FURTHER RESOLVED, that the Secretary-Executive Director authorize the appropriate staff to take action necessary to implement this policy.
