Title

Resolution relating to acceptance and funding of a Green Infrastructure Partnership Program grant from the Milwaukee Metropolitan Sewerage District for the installation of bioswales within the terrace areas of South Honey Creek Drive from West Morgan Avenue to West River Bend Dr and the median areas of West Morgan Avenue from South Honey Creek Drive to South 75th Street, in the 11th Aldermanic District.

 

Analysis

This resolution authorizes the Department of Public Works, Infrastructure Services Division, to accept a Milwaukee Metropolitan Sewerage District Green Infrastructure Partnership Program grant funding for the construction of ten bioswales in the City of Milwaukee. The total estimated cost is $517,000. The City share of the projects approved by this resolution is estimated to be $396,800 and the grantor share is $120,200. The resolution also authorizes the Commissioner of Public Works to execute the Funding Agreement with the Milwaukee Metropolitan Sewerage District to install said bioswales.

 

Body

Whereas, The Milwaukee Metropolitan Sewerage District (MMSD) is responsible for collecting and treating wastewater from local sewerage systems; and

 

Whereas, Green infrastructure, such as bioswales, reduces the volume of stormwater in the sewer system and the amount of pollutants discharged to surface waters; and

 

Whereas, MMSD desires to promote the installation of Best Management Practices such as bioswales and is willing to provide the City funding up to a maximum reimbursable amount of $120,200 as part of its Green Infrastructure Partnership Program; and

 

Whereas, The City has selected the terrace areas of South Honey Creek Drive between West Morgan Avenue and West River Bend Drive and West Morgan Avenue between South Honey Creek Drive and South 75th Street as suitable locations for the placement of bioswales; and

 

Whereas, The Common Council Resolution File Number 210060 authorized the expenditure of City’s portion of the capital funds for the construction of said projects (SM499200013 and SM499200014); now therefore, be it;

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized and directed to proceed with the construction of bioswales at said locations; and

 

Further Resolved, That the Commissioner of Public Works is authorized to accept MMSD Green Infrastructure Funding in accordance with Milwaukee Code of Ordinances 304-81, and to execute the grant agreement in the form submitted to this file, or in material conformance therewith; and, be it

 

Further Resolved, That upon approval of this Agreement, the City Comptroller is authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project, and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share of $5,000, whichever is greater, as follows:

Further Resolved, That these funds are appropriated to the Department of Public Works, which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it

 

Further Resolved, That the Commissioner of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with grantor regulations; and, be it

 

Further Resolved, That the Commissioner of Public Works on behalf of the City of Milwaukee be authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
