Resolution relating to the application for, and acceptance, funding and expenditure of, a Wisconsin Department of Transportation 2020 Harbor Assistance Program grant for cruise-related development at Port Milwaukee
Analysis
This resolution authorizes Port Milwaukee to apply for, accept, fund and expend a Wisconsin Department of Transportation 2020 Harbor Assistance Program grant in the amount of $625,000 to partially pay for improvements to South Shore Cruise Dock.
Body
Whereas, The City of Milwaukee appears to be eligible for 2020 Harbor Assistance Program (HAP) funds from the Wisconsin Department of Transportation (WisDOT); and
Whereas, It is the mission of Port Milwaukee to strengthen the overall economic and social environment of the City of Milwaukee and the Great Lakes region by increasing international trade, business development, and job creation; and
Whereas, The Port is a premiere provider of domestic and international transportation and freight distribution services for its commercial customers worldwide; and
Whereas, The Port is also a destination for passenger ships, including the Lake Express high-speed ferry, and maintains operations of two cruise docks (Pier Wisconsin and South Shore) in Milwaukee; and
Whereas, The Port anticipates that over 12,000 cruise passengers will visit Milwaukee annually, beginning in 2022, namely through turnaround service offered by Pearl Seas Cruises and Viking Cruises, both of which have named Port Milwaukee as a “home port” for their Great Lakes excursions; and
Whereas, The Common Council previously supported Port Milwaukee’s 2020 Statement of Intentions (SOI) and eligibility for HAP funding in adopting Common Council File Number 191752 on March 24, 2020; and
Whereas, In order to accommodate the expanded safe, secure and efficient use of the Port’s South Shore Cruise Dock, additional maritime infrastructure is necessary; and
Whereas, The proposed project to construct six breasting dolphins for cruise ship mooring will cost $625,000, of which $500,000 (80.0%) will be provided by WisDOT (Grantor share) and $125,000 (20.0%) will be provided in the Port 2021 Budget (Fund 0480 - Special Fund R422 - Major Maintenance - Terminals & Piers), as previously approved by the Common Council; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that Port Milwaukee is authorized to apply for and accept the WisDOT 2020 Harbor Assistance Program grant funding in accordance with the terms of the attached Agreement # 0495-21-03 by and between the Port and WisDOT without further Common Council approval unless the terms of the grant change in a manner described in s. 304-81 of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant number for this project and to transfer the amounts to this project as follows:

Further Resolved, That Port Milwaukee is authorized to expend these funds for the specified purpose as indicated in the grant agreement; and, be it
Further Resolved, That the Municipal Port Director, as representative of the Board of Harbor Commissioners, is authorized to sign agreements, forms, claims, and other required documents binding upon the Board in connection with the application for, and acceptance of, this WisDOT Harbor Assistance Program grant; and, be it
Further Resolved, That the proper City officials are directed to execute the attached Agreement # 0495-21-03 by and between WisDOT and Port Milwaukee on behalf of the City.
