Analysis

This resolution authorizes installation and funding of non-assessable green infrastructure public improvements in public right-of-way in the areas of North Sherman Boulevard between West Custer Avenue and West Florist Avenue, in the 1st and 9th Aldermanic Districts, acceptance of a $20,000 Green Infrastructure grant from the Milwaukee Metropolitan Sewerage District for maintenance of the infrastructure, and City entry into a Green Infrastructure Maintenance Covenant for the maintenance of the infrastructure. The City share of the projects approved by this resolution is estimated to be $341,000. The total estimated cost is $361,000.

 

Body

Whereas, The Milwaukee Metropolitan Sewerage District (MMSD) is responsible for collecting and treating wastewater from local sewerage systems; and

 

Whereas, Green infrastructure, such as bioswales, reduces the volume of stormwater in the sewer system and the amount of pollutants discharged to surface waters; and

 

Whereas, The City proposes to construct bioswales in the terrace areas of North Sherman Boulevard between West Custer Avenue and West Florist Avenue; and

 

Whereas, MMSD desires to promote the installation of that green infrastructure and is willing to provide the City up to a maximum reimbursable amount of $20,000 in Green Infrastructure grant funding, which requires the City to enter into a 10-year Green Infrastructure Maintenance Covenant whereby the City agrees to operate and maintain the infrastructure for a 10-year period, and a copy of the Covenant has been submitted to this file; and

 

Whereas, Common Council Resolution File Number 190518 authorized the expenditure of $20,000 in preliminary engineering funds for the project (SM499190014); now therefore, be it;

 

Resolved, By the Common Council of the City of Milwaukee, that the appropriate City Officers, including the Commissioner of Public Works, are authorized and directed to proceed with the construction of the green infrastructure bioswales in the terrace areas of North Sherman Boulevard between West Custer Avenue and West Florist Avenue, and to accept the MMSD grant funding in accordance with Code Milwaukee 304-81, and to enter into the Covenant document in the form submitted to this file, or in material conformance therewith; and, be it

 

 

Further Resolved, That after full execution of the Covenant document, the City Comptroller is authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project, and transfer to these accounts the amount required under the Covenant document and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:

; and, be it

 

Further Resolved, That these funds are appropriated to the Department of Public Works, which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it

 

Further Resolved, That the Commissioner of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with the MMSD grantor regulations and Covenant document; and, be it

 

Further Resolved, That the Commissioner of Public Works, on behalf of the City of Milwaukee, is authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
