Analysis

This ordinance increases fees for selected permits, licenses, certificates, inspections and approvals, effective January 1, 2021.

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1. Section 60-2-2 of the code is amended to read:

 

60-2. Ambulance Certificate.

2. The fee for each original certificate shall be [[$1,100]] >>$1,210<<.

 

Part 2. Section 60-3-1 and 3 of the code is amended to read:                    

 

60-3. Animal Fancier Permit and Fee.

1. The fee for each animal fancier permit shall be [[$60]] >>$70<<.

3. There shall be an additional [[$25]] >>$35<< late fee for any new or renewal permit application and fee that is received by the department later than the fifth day after the applicant has received the permit application.

 

Part 3. Section 60-43-2 and 3 of the code is amended to read:

 

60-43. Grooming Establishment, Animals.

2. The fee for each permit shall be [[$70]] >>$100<<.

3. There shall be an additional fee for the filing of a late renewal application on or after January 1 of the following year in the amount of [[$30]] >>$60<<.

 

Part 4. Section 60-51-2 of the code is amended to read:

 

60-51. Kennel Permit.

2. The fee for each license shall be [[$70]] >>$100<<.

 

Part 5. Section 60-57-1 of the code is amended to read:

 

60-57. Masonry Building Cleaning, Sandblasting Permit.

1. The fee for each permit for each calendar day or partial calendar day for masonry building cleaning shall be [[$75]] >>$78<<.

 

Part 6. Section 60-66-1 of the code is amended to read:

 

60-66. Noise Variance Permit.

1. The fee for application for a noise variance permit shall be [[$50]] >>$55<<.

 

Part 7. Section 60-67-2 and 3 of the code is amended to read:

 

60-67. Pesticide Applicator Certificate, Commercial.

2. The fee for each certificate shall be [[$55]] >>$90<<.

3. There shall be an additional fee for the filing of a late renewal application on or after February 1 of the following year in the amount of [[$27]] >>$50<<.

 

Part 8. Section 60-69-2 and 3 of the code is amended to read:

 

60-69. Pet Shop License.

2. The fee for each license shall be [[$70]] >>$100<<.

3. There shall be an additional late fee for the filing of a late renewal application on or after January 1 of the following year in the amount of [[$30]] >>$60<<.

 

Part 9. Section 81-6-1-a of the code is amended to read:

 

81-6. Service Charges for Appraisal and Inspection.

1. NEW CONSTRUCTION.

a. One-family: [[$259]] >>$264<<.

 

Part 10. Section 81-16-1 of the code is amended to read:

 

81-16. Campground and Camping Resort Fees.

1. A non-refundable of [[$350]] >>$368<< shall be charged at the time of new application.

 

Part 11. Section 81-38-2 of the code is amended to read:

 

81-38. Concrete Contractor.

2. The fee for each license shall be [[$81]] >>$89<<.

 

Part 12. Section 81-50-2 of the code is amended to read:

 

81-50. Excavation Permit and Inspection Fees for Work in the Public Right of Way.

2. MAIN OR CONDUIT. For the excavation required for the laying or repair of a main or conduit in each block, the fee shall be [[$86]] >>$89<<.

 

Part 13. Section 81-50.5-1 of the code is amended to read:

 

81-50.5. Excessive Size, Weight and Load Vehicle Permit.

1. The fee for each oversize or overweight single trip permit without police department escort shall be [[$112]] >>$123<<.

 

Part 14. Section 81-51.5 of the code is amended to read:

 

81-51.5 Extra Garbage Cart Charge. The extra garbage cart charge shall be [[$17.51]] >>$18.04<< per quarter for each extra garbage cart provided under s. 79-4-1.3.

 

Part 15. Section 81-102-4-a-1 of the code is amended to read:

 

81-102. Public Ways: Permits for Temporary Occupancy or Use as Public Ways.

a. Arterial Street.

a-1. The fee for a period of 7 days or less shall be [[$167]] >>$184<<.

 

Part 16. Section 81-102-5-a-1 of the code is amended to read:

Part 17. Section 81-121-1-a of the code is amended to read:

 

81-121. Tattooing and Body-Piercing Establishments.

1. TATTOO ESTABLISHMENT LICENSE.

a. The fee for a new tattoo establishment license shall be [[$375]] >>$413<<.

 

Part 18. Section 200-33-8 of the code is amended to read:

 

200-33. Fees.

8. CERTIFICATE OF LEGALITY. The fee for certification as to the legality of a building or structure on a given premises shall be [[$100]] >>$150<<.

 

Part 19. Section 200-33-8.5-a-6 of the code is amended to read:

 

8.5. CERTIFICATES OF OCCUPANCY.

a. Certificates of Occupancy.

a-6. The required fee for certificates of occupancy not requiring inspections shall be [[$75]] >>$85<<.

 

Part 20. Section 200-33-9-a of the code is amended to read:

 

9. CONDITIONAL PERMIT.

a. The application fee for a conditional permit shall be [[$150]] >>$250<<. This fee shall be payable at the time the application is submitted to the department.

 

Part 21. Section 200-33-11-d and w-1 of the code is amended to read:

 

11. ELECTRICAL INSTALLATIONS AND REPAIRS.

Part 22. Section 200-33-11- w-2 of the code is renumbered 200-33-11-w-3.

 

Part 23. Section 200-33-11-w-2 of the code is created to read:

 

w-2. Assessed on second inspection for compliance: $100.

 

Part 24. Section 200-33-18 of the code is amended to read:

 

18. FIREWORKS DISPLAY. The fee for each fireworks display permit shall be [[$200]] >>$250<<.

 

Part 25. Section 200-33-24.5 of the code is amended to read:

 

24.5. HOME OCCUPATION CERTIFICATE. The fee for a home occupation certificate shall be [[$50]] >>$75<<.

 

Part 26. Section 200-33-33 of the code is amended to read:

 

33. OVERTIME FEES. An overtime fee of [[$75]] >>$125<<per hour, or fraction thereof, >>with a minimum of 2 hours,<< shall be charged to any person requesting an inspection at any time other than normal working hours. [[Minimum]] >>The minimum<< hours charged shall be in accordance with union contracts. Inspections of fireworks displays shall be exempt from overtime fees.

 

Part 27. Section 200-33-35-e of the code is amended to read:

 

35. PLAN EXAMINATION, BUILDING, AUTOMATIC SPRINKLER, HEATING AND VENTILATING.

e. Elevators. e-1. New installation. The fee for the review of new elevator installation plans shall be [[$400]] >>$450<< for a traction elevator, and other elevator driving machines, [[$320]] >>$370<< for a hydraulic elevator, dumbwaiter, platform lift, stair chair lift, special application elevator, escalator or moving walk.

e-2. Alteration, Repairs and Remodeling. The fee for the review of existing elevator alterations, repairs or remodeling plans shall be [[$200]] >>$250<< for a traction elevator and other elevator driver machines, [[$160]] >>$210<< for a hydraulic elevator, dumbwaiter, platform lift, stair chair lift, special application elevator or moving walk.

 

Part 28. Section 200-33-36.2 of the code is created to read:

 

36.2. PLAN EXAMINATION REVISIONS AND RESUBMITTALS.  All proposed revisions and modifications which are made to construction documents that have previously been granted approval shall be submitted for review.  Revisions submitted for review may be charged additional review fees in accordance with the associated project scope outlined below.  Subsequent revisions beyond the first submitted for review may be charged additional fees at a rate of twice the initial fee.

Part 29. Section 200-33-43.5-b to d of the code is amended to read:

 

43.5. POSTING.

b. The fee for posting a placard pursuant to s. 200-11-6 upon any single family premise shall be [[$60]] >>$120<<.

c. The fee for posting a placard pursuant to s. 200-11-6 upon any 2-or 3-family premise shall be [[$120]] >>$240<<.

d. The fee for posting a placard pursuant to s. 200-11-6 upon any premise with 4 or more residential units shall be [[$180]] >>$360<<.

 

Part 30. Section 200-33-44.5-c-1 and 2 of the code is amended to read:

 

44.5. PUBLICLY ACCESSIBLE COLLECTION BIN PROVIDER AND BIN PERMITS.

c-1. The permit fee for each publicly accessible collection bin shall be [[$50]] >>$100<<.

c-2. The permit renewal fee for each publicly accessible collection bin shall be [[$50]] >>$100<<.

 

Part 31. Section 200-33-51-a, b-1, and c-1 to 3 of the code is amended to read:

 

51. SIGNS.

a. The permit fee for the construction and alteration of all outdoor signs shall be 1% of the cost of signage, with a minimum fee of [[$50]] >>$60<<.

b-1. The annual maintenance fee for projecting signs that project into the public right-ofway shall be [[$35]] >>$50<<.

c. The annual maintenance fee for off premises signs shall be computed as follows:

c-1. For off premises signs with a display area of less than 100 square feet in area: [[$44]] >>$75<< for the first display area on a sign and [[$22]] >>$50<< for each additional display area.

c-2. For off premises signs with a display area of 100 to 300 square feet in area: [[$56]] >>$100<< for the first display area on a sign and [[$22]] >>$50<< for each additional display area.

c-3. For off premises signs with a display area over 300 square feet in area: [[$67]] >>$125<< for the first display area on a sign and [[$22]] >>$50<< for each additional display area.

 

Part 32. Section 200-33-64.5 of the code is amended to read:

 

64.5. VARIANCES. The fee to petition the commissioner for a variance as provided in s. 200-16.5 shall be [[$100]] >>$130<<.

 

Part 33. Section 200-33-70 of the code is amended to read:

 

70. ZONING STATEMENT. The required fee for a signed statement as to current zoning shall be $100 plus [[$75]] >>$100<< per hour for research.

 

Part 34. Section 304-25-2 of the code is amended to read:

 

304-25. Municipal Vehicle Registration Fee.

2. VEHICLE REGISTRATION FEE. A municipal vehicle registration fee is imposed on every motor vehicle registered in Wisconsin and customarily kept in the city of Milwaukee. The amount of the fee is [[$20]] >>$30<< annually. The municipal vehicle registration fee is in addition to state registration fees.

 

Part 35. This ordinance takes effect January 1, 2021.
