This resolution expresses support for federal legislation declaring racism as a public health crisis, the Anti-Racism in Public Health Act of 2020.
Body
Whereas, On July 30, 2019, the Common Council passed Resolution File Number 190098 committing the City to take actions toward achieving racial equity and transforming the systems and institutions of racism that impact the health and well-being of the community, effectively declaring racism as a public health crisis; and
Whereas, More than 50 municipalities across the United States have passed legislation or made a formal declaration in the past year that racism is a public health crisis; and
Whereas, Among other issues, the coronavirus pandemic and police brutality have highlighted the inescapable crises that have killed people of color at disproportionately higher rates than white people; and
Whereas, On September 3, 2020, Representative Ayanna Pressley, along with co-sponsors Representative Barbara Lee and Senator Elizabeth Warren, introduced the Anti-Racism in Public Health Act, a bill that would formally identify systemic racism as a public health crisis in the United States; and
Whereas, The law would create a National Center for Anti-Racism within the Centers for Disease Control (CDC) and Prevention to develop anti-racist federal health policies and create programs within the CDC’s Center for Injury Prevention and Control focused on preventing violence by law enforcement; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City expresses its support of the Anti-Racism in Public Health Act of 2020; and, be it
Further Resolved, That the City Clerk shall send copies of this resolution to the City’s delegation in the United States Congress.
