Title
Motion amending the Common Council's Procedure and Rules relating to the scheduling of certain requests to fill vacancies in the protective services.

Analysis
The Finance and Personnel Committee reviews and approves all requests to fill vacancies in the MIlwaukee Police Department. This motion requires that, before a request to fill a vacancy in a sworn position in the Milwaukee Police Department is scheduled, the department must first review the position in consultation with the Board of Fire and Police Commissioners to determine whether the position could be filled by a non-sworn employee. A report documenting this review and its conclusions must be submitted to the Common Council file prior to the vacancy being scheduled. For positions already eligible to be filled by non-sworn personnel, no request to fill such a position with sworn personnel may be scheduled without a written explanation from the department as to why sworn personnel have been or may be selected. This motion does not apply to requests to fill vacancies in the positions of captain, detective, lieutenant, police officer, or sergeant.

Body
It is moved by the Common Council of the CIty of Milwaukee, Article IV, Section 3-11 of the Common Council Procedure and Rules is renumbered section 4-12; and

It is further moved, Article IV, Section 3 of the Common Council Procedure and Rules is created to read:

IV. COUNCIL FILES
Section 3. Scheduling of Police Vacancies. No request to fill a vacancy in a sworn position in the Milwaukee Police Department may be scheduled by a committee unless the department has first reviewed the position in consultation with the Board of Fire and Police Commissioners to determine whether the position could be filled by non-sworn personnel.
