Substitute resolution relative to the acceptance and funding of the 2020-2021 Epidemiology and Laboratory Capacity (ELC): Project E - Cross Cutting Emerging Issues COVID-19, Enhancing Detection grant from the Department of Health Services, Division of Public Health (DHS/DPH).
Analysis
This resolution authorizes the Health Department to accept and fund the Epidemiology and Laboratory Capacity (ELC); Project E - Cross Cutting Emerging Issues COVID-19, Enhancing Detection grant from the Department of Health Services, Division of Public Health in the amount of $7,188,616 with a grantor share of $7,188,616 (100%) and no city match. The purpose of the grant is to provide critical resources to state, local, and territorial health departments in support of necessary expenses to implement and oversee expanded testing capacity for COVID-19/SARS-CoV-2, including the ability to process, manage, analyze, use, and report the increased data produced.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Department of Health Services, Division of Public Health to provide critical resources to state, local, and territorial health departments in support of necessary expenses to implement and oversee expanded testing capacity for COVID-19/SARS-CoV-2, including the ability to process, manage, analyze, use, and report the increased data produced; and
Whereas, The continued operation of this grant program from 05.18.020 to 11.18.2022 would cost $7,188,616 comprised of $7,188,616 (100%) grantor share with no city macth; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application of this grant from the DHS/DPH is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent of the 2020 Special Revenue Grant and Aid Projects Fund, the following amounts for the program titled Epidemiology and Laboratory Capacity Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
2. Expend from the 2020 grant budget for training and out-of-town travel by departmental staff;
3. Expend from the 2020 grant budget funds for specific items of equipment; and
4. Enter into subcontracts and leases as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2020 Positions Ordinance C.C. File Number 190614, should be amended as follows:
