Analysis
This resolution authorizes the Fire Department to enter into a Memorandum of Understanding (MOU) entitled Use of DHS Mobile Medical Unit Resources to Support Response to the Democratic National Convention (DNC) between the Wisconsin Department of Health Services (DHS)-Division of Public Health Office of Preparedness and Emergency Health Care and the City of Milwaukee Fire Department (MFD). This MOU establishes the terms under which the MFD will utilize the resources contained in the DHS Mobile Medical Unit (MMU). To support first responders and other personnel who will be deployed during the DNC, the MFD seeks to use tents and other resources that are part of the MMU. These resources will assist with personnel staging and rehabilitation at key points around the convention activities.

Whereas, The Milwaukee Fire Department has identified resources owned by the Wisconsin Department of Health Services-Division of Public Health Office of Preparedness and Emergency Health Care that is available to use for the DNC to support first responders and other personnel who will be deployed during the DNC; and
Whereas, it is the departments desire to enter into the Memorandum of Understanding to authorize the use of the Mobile Medical Unit (MMU), including, but not limited to, tents, trailers, durable medical equipment, and consumable supplies, as mutually agreed to by the parties, and there shall be no payment for use of equipment; and
Whereas, Each agency recognizes that sharing resources, promotes cost effective and efficient use of public resources; and
Whereas, The MFD will have access to the MMU resources on July 10, 2020 in order to use them during the DNC in August 2020 and will be returned to DHS by September 1, 2020; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Fire Department is authorized to enter into the Memorandum of Understanding for use of the resources contained in the DHS Mobile Medical Unit (MMU), a copy of which is attached to this file, or a version substantially similar, and subject to such changes as the City Attorney may approve in negotiation with DHS; and, be it
Further Resolved, That the proper City officials are directed to execute the Memorandum of Understanding for the use of the resources contained in the DHS Mobile Medical Unit (MMU) on behalf of the City.
