Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $191,000 for a total estimated cost of these projects being $2,884,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $191,000 with the total cost estimated to be $2,884,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
4th Aldermanic District
W. Wells St. - N. 11th St. to N. 14th St. (SM495200037) Combined sewer lining (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $222,000. This project is anticipated to be completed during the 2021 construction season.
6th Aldermanic District
W. Finn Pl. - N. 22nd St. to N. 24th St. (SM495200034) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost of this project including the requested amount is $324,000. This project is anticipated to be completed during the 2021 construction season.
N. 23rd St. - 100’ south of W. Nash St. to W. Keefe Ave. (SM495200032) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost of this project including the requested amount is $244,000. This project is anticipated to be completed during the 2021 construction season.

S. 36th St. - W. Grant St. to W. Lincoln Ave. (SM495200035) Relaying storm sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $135,000. This project is anticipated to be completed during the 2021 construction season.

W. State St. - N. 46th St. to 450’ west of N. 50th Pl. (SM495200031) Sanitary Sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $181,000. This project is anticipated to be completed during the 2021 construction season.
W. State St. - N. 47th St. to N. 50th Pl. (SM495200030) Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $241,000. This project is anticipated to be completed during the 2021 construction season.
N. 58th St. - W. Vine St. to 450’ +/- north of W. Vine St. (SM495200026) Relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $80,000. This project is anticipated to be completed during the 2021 construction season.

W. National Ave. - S. 15th St. to S. Cesar E. Chavez Dr. (SM495200036) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $270,000. This project is anticipated to be completed during the 2021 construction season.
W. Orchard St. - S. 12th St. to S. Cesar E. Chavez Dr. (SM495200033) Relaying combined sewer and combined sewer lining. (Nonassessable Sewer Maintenance Relay Fund -- $15,000). The total estimated cost of this project including the requested amount is $709,000. This project is anticipated to be completed during the 2021 construction season.

N. 24th Pl. - 230’ +/- south of W. Lisbon Ave. to W. Lisbon Ave. (SM495200027) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $73,000. This project is anticipated to be completed during the 2021 construction season.
N. 29th St. - W. Cherry St. to W. Galena St. (SM495200028) Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $12,000). The total estimated cost of this project including the requested amount is $155,000. This project is anticipated to be completed during the 2021 construction season.
City wide
Handicap Ramp work to meet ADA requirements for 2016 High Impact Projects (ST216200108): (Nonassessable High Impact Streets -- $50,000). The total estimated cost for this project including the requested amount is $250,000. This project is anticipated to be completed during the 2020 construction season.

Further Resolved, That all City Departments are authorized to perform engineering, surveys, plan preparation, and determine an estimated cost thereof; and, be it
Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
