Substitute resolution relative to the acceptance and funding of the Public Health Preparedness (CDC) COVID-19 Grant from the State of Wisconsin Department of Health Services.

Analysis
This resolution authorizes the Health Department to accept and fund the 2020-2021 Public Health Preparedness (CDC) COVID-19 Grant from the State of Wisconsin-Department of Health Services in the amount of $319,908 100% grantor share with not city match. The purpose of the contract is to supports the Health Department response to COVID-19.Specifically, state allocation of CARES funds are designated to support the following capability domains: Incident Management for Early Crisis Response; Jurisdictional Recovery; Information Management; Countermeasures and Mitigation; Surge Management; Biosurveillance.
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Wisconsin Department of Health Services for the 2020-21 Public Health Preparedness (CDC) COVID-19 Grant to assure that the Milwaukee Health Department is ready to respond to COVID-19; and

Whereas, The operation of this grant project from 04.01.2020 to 03.31.2021 would cost $319,908 entirely provided by the grantor 100% with no city match; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that acceptance of the grant from the State of Wisconsin - Department of Health Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it

Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2020 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled 2020-2021 Public Health Preparedness (CDC) Grant:
