Title

Resolution approving a Memorandum of Understanding between the Housing Authority of the City of Milwaukee (HACM) and the Metropolitan Milwaukee Fair Housing Council (MMFHC) relative to the implementation of a choice housing mobility program called Opportunity MKE

 

Analysis

 

Body

WHEREAS, HACM administers the federally-funded Section 8 Housing Choice Voucher Program; and

 

WHEREAS, research nationwide has shown that growing up in a high-poverty neighborhood has a negative effect on a number of important life outcomes, while helping families move to lower-poverty neighborhoods improves long-term outcomes for their children, thereby promoting upward mobility; and

 

WHEREAS, the Metropolitan Milwaukee Fair Housing Council (MMFHC) has received funding for a pilot program to test the impact of interventions around Choice Mobility, in partnership with MDRC, a nonprofit and nonpartisan education and social policy research organization; and

 

WHEREAS, MMFHC is also partnering with the Housing Choice Voucher programs of the Milwaukee County Housing Authority as well as the Waukesha Housing Authority in this pilot program; and

 

WHEREAS, participants voluntarily enrolled into the program will be randomly assigned into a test group and a control group to test the impact of a package of counseling and supportive services designed to assist with choice mobility;

 

WHEREAS, the Secretary-Executive Director recommends that HACM and MMFHC sign a Memorandum of Understanding to partner on the Opportunity MKE program and delineating roles and responsibilities;

 

WHEREAS, this agreement will become effective upon execution by both parties and will continue until the end of the study period; now, therefore, be it

 

RESOLVED, by the Board of Commissioners that the Memorandum of Understanding be approved.
