Minutes note: Ald. Coggs moved to amend the file by inserting the following provisions into the proclamation of Mayor Tom Barrett, issued March 15, 2020: For the duration of the emergency, s. 18-05-9 of the Milwaukee City Charter relating to the creation and compensation of positions outside the budget process is suspended for all positions deemed necessary to respond to the emergency. Those positions and levels of compensation departments wish to retain after the state of emergency is lifted shall submit them for approval in the usual manner. For the duration of the emergency, s. 18-06-3 of the Milwaukee City Charter relating to the transfer of funds is suspended solely for those funds necessary to respond to the emergency. For the duration of the emergency, s. 85-12.7 of the Milwaukee Code of Ordinances requiring that all new licenses be heard within three Common Council cycles is suspended. For the duration of the emergency, the Common Council, its standing committees, and all other bodies created by statute, ordinance, resolution, or order in the City of Milwaukee shall, unless otherwise provided by law other than the Milwaukee City Charter and the Milwaukee Code of Ordinances, be permitted to conduct their meetings via teleconference or video conference, provided members of the public may listen to or view the meetings and the meeting is properly noticed. Body
Be It Resolved, by the Common Council of the City of Milwaukee, that the proclamation of Mayor Tom Barrett, issued March 15, 2020, declaring a state of emergency in the City of Milwaukee and suspending certain provisions of the Milwaukee City Charter, Code of Ordinance, and establishing certain policies necessary for the public health, safety, and welfare, is ratified as amended.

The amendments made by the Common Council are:

For the duration of the emergency, s. 18-05-9 of the Milwaukee City Charter relating to the creation and compensation of positions outside the budget process is suspended for all positions deemed necessary to respond to the emergency.
