Title

Substitute resolution approving construction of nonassessable public improvements at various locations and appropriating funds for these purposes with the City construction cost estimated to be $8,370,000 for a total estimated cost of these projects being $12,099,000.

Analysis

This substitute resolution directs the installation and construction of certain public improvements which have been determined to be nonassessable by the Commissioner of Public Works.  The City cost of the projects approved by this resolution is estimated to be $8,370,000.  The total estimated cost of these projects is $12,099,000.

Body

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions determining it necessary and in the public interest to construct nonassessable improvements; and

 

Whereas, Plans, specifications and cost estimates have been prepared for the following described improvements:

 

1st Aldermanic District

 

W. Atkinson Ave. - 140’ northwest of N. Teutonia Ave. to W. Roosevelt Dr. (WT410160690) File Number 150118: Relaying water main. Lead Replacement of Service.(Nonassessable Water Fund Budget Line 5010 -- $0; Nonassessable Water Fund Budget Line 6410 -- $330,000).  The total estimated cost of this project including the requested amount is $350,000.  This project is anticipated to be completed during the 2020 construction season. 

 

N. 22nd St. - W. Ruby Ave. to W. Cornell St.  (WT410200689) File Number 191263: Relaying water main and Lead Replacement of Service.  (Nonassessable Water Fund Budget Line 5010 -- $0; Nonassessable Water Fund Budget Line 6410 -- $440,000). The total estimated cost of this project including the requested amount is $475,000.  This project is anticipated to be completed during the 2020 construction season. 

 

3rd Aldermanic District

 

N. Fratney St. - E. Meinecke Ave. to E. Keefe Ave. (SM495200022) File Number 191657: Combined sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $110,000).  The total estimated cost of this project including the requested amount is $122,000.  This project is anticipated to be completed during the 2020 construction season. 

 

4th Aldermanic District

 

W. St. Paul Ave. - N. 27th St. to N. 35th St. (SM495190012) File Number 191658: Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $250,000, additional funds).  The total estimated cost of this project including the requested amount is $985,000.  This project is anticipated to be completed during the 2020 construction season.

E. Locust St. - N. Palmer St. to N. 1st St. (WT410160705) File Number 150118: Relaying water main.  Lead Replacement of Service.  (Nonassessable Water Fund Budget Line 5010 -- $0; Nonassessable Water Fund Budget Line 6410 -- $125,000).

The total estimated cost of this project including the requested amount is $140,000.  This project is anticipated to be completed during the 2020 construction season. 

 

N. Palmer St. - E. Hadley St. to E. Locust St. (WT410160707) File Number 150118: Relaying water main.  Lead Replacement of Service. (Nonassessable Water Fund Budget Line 5010 -- $0; Nonassessable Water Fund Budget Line 6410 -- $385,000).

The total estimated cost of this project including the requested amount is $400,000.  This project is anticipated to be completed during the 2020 construction season.

Auer Ave. - N. 31st St. to N. 33rd St. (SM495190040)  File Number 190743:  Combined sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $201,000).   The total estimated cost of this project including the requested amount is $213,000.  This project is anticipated to be completed during the 2020 construction season. 

 

W. Senator Ave. - 270’ east of N. 33rd St. to N. 33rd St. (SM495190039)  Filen Number 190743: Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $146,000).   The total estimated cost of this project including the requested amount is $158,000.  This project is anticipated to be completed during the 2020 construction season. 

 

N. 33rd St. - W. Burleigh St. to W. Auer Ave. (SM495190037)  File Number 190743: Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $254,000).   The total estimated cost of this project including the requested amount is $266,000.  This project is anticipated to be completed during the 2020 construction season. 

 

N. 35th St. - W. Auer Ave. to 400’ north of W. Auer Ave. (SM495190036) File Number 190743: Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $143,000).   The total estimated cost of this project including the requested amount is $155,000.  This project is anticipated to be completed during the 2020 construction season. 

 

N. 40th St. - W. Vienna Ave. to W. Roosevelt Dr. (SM495190058) File Number 191008:  Relaying storm sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $179,000).   The total estimated cost of this project including the requested amount is $191,000.  This project is anticipated to be completed during the 2020 construction season.

 

8th Aldermanic District

 

W. Pierce St. - S. 32nd St. to S. Shea Ave.(SM495190023) File Number 190397: Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $26,000).   The total estimated cost of this project including the requested amount is $36,000.  This project is anticipated to be completed during the 2020 construction season. 

 

S. 32nd St. - W. Pierce St. to W. National Ave. (SM495190022)  File Number 190397: Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $135,000).  The total estimated cost of this project including the requested amount is $147,000.  This project is anticipated to be completed during the 2020 construction season. 

 

S. 33rd St. - W. Rogers St. to 400’ +/- south of W. Becher St. (SM495200023) File Number 190285:  Relaying sanitary sewer.  (Nonassessable Sewer Maintenance Realy Fund-- $287,000).   The total estimated cost of this project including the requested amount is $299,000.  This project is anticipated to be completed during the 2020 construction season. 

 

8th and 12th Aldermanic Districts

 

S. 20th St. - W. Cleveland Ave. to a point 730’ +/- south of W. Cleveland Ave. (SM495200024) File Number 190285:  Relaying sanitary sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $178,000).  The total estimated cost of this project including the requested amount is $190,000.  This project is anticipated to be completed during the 2020 construction season. 

 

S. 20th St. - W. Windlake Ave to a point 750’ south of W. Cleveland Ave. (SM495190019) File Number 190285: Relaying storm sewer. (Nonassessable Sewer Maintenance Relay Fund -- $403,000).   The total estimated cost of this project including the requested amount is $415,000.  This project is anticipated to be completed during the 2020 construction season.

Maintenance of areas under the Wisconsin Ave. Viaduct (SM499200010)

(Storm Water Quality - Nonassessable Water Quality Projects to meet TMDL Requirements -- $8,000).  The total estimated cost of this project including the requested amount is $10,000.  This project is anticipated to be completed during the 2020 construction season. 

 

11th Aldermanic District

 

S. 41st St. - W. Forest Home Ave. to W. Oklahoma Ave. (SM495190031)  File Number 190743:  Relaying storm sewer and relaying sanitary sewer. (Nonassessable Sewer Maintenance Relay Fund -- $295,000).   The total estimated cost of this project including the requested amount is $310,000.  This project is anticipated to be completed during the 2020 construction season.

W. Cleveland Ave. - Kinnickinnic River to 850’ east of S. 27th St. (SM495180078) File Number 180872: Relaying storm sewer. (Nonassessable Sewer Maintenance Relay Fund -- $555,000).   The total estimated cost of this project including the requested amount is $570,000.  This project is anticipated to be completed during the 2020 construction season. 

 

W. Orchard St. - S. 12th St. to S. 14th St. (SM495180047) File Number 180399: Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $183,000).  The total estimated cost of this project including the requested amount is $195,000.  This project is anticipated to be completed during the 2020 construction season. 

 

S. 5th St.  - W. Roger St. to W. Becher St. (SM495190018)  File Number 190285: Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $69,000).   The total estimated cost of this project including the requested amount is $81,000.  This project is anticipated to be completed during the 2020 construction season. 

 

S. 13th St.-W. Orchard St. to W. Lapham Blvd.  (SM495180046) File Number 180399:  Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $307,000).  The total estimated cost of this project including the requested amount is $319,000.  This project is anticipated to be completed during the 2020 construction season. 

 

12th and 14th Aldermanic Districts

 

Kinnickinnic River - S. 8th St. to S. 13th St. (SM320200010) File Number 180759:  Relaying combined sewer.  (Nonassessable Sewer Maintenance Grant and Aid Fund -- $2,390,000).  The total estimated cost of this project including the requested amount is $2,410,000.  This project is anticipated to be completed during the 2020 construction season.

 

13th Aldermanic District

 

W. Carpenter Ave. - S. 26th St. to S. 27th St. (WT410200687) File Number 190743: Relaying water main. (Nonassessable Water Fund Budget Line 5010 -- $0; Nonassessable Water Fund Budget Line 6410 -- $80,000). The total estimated cost of this project including the requested amount is $95,000.  This project is anticipated to be completed during the 2020 construction season. 

 

Building Sanitary Sewer Lateral Lining in an area bounded by W. Layton Ave. to W. Edgerton Ave. from S. 20th St. to S. 27th St. (SM494160201) File Number 160589: Sanitary sewer lining.   (Infiltration/Inflow Reduction Fund -- $18,000 - additional funds).  The total estimated cost of this project including the requested amount is $2,644,000. This project is anticipated to be completed during the 2020 construction season.

 

14th Aldermanic District

 

W. Oklahoma Ave. - S. 12th St. to S. 15th St. (SM495180097) File Number 181383: Relaying combined sewer.  (Nonassessable Sewer Maintenance Relay Fund -- $172,000).  The total estimated cost of this project including the requested amount is $187,000.  This project is anticipated to be completed during the 2020 construction season. 

 

S. 14th St. --  285’ north of W. Oklahoma Ave. to W. Oklahoma Ave. (SM495180085) File Number 181118: Relaying combined sewer. (Nonassessable Sewer Maintenance Relay Fund -- $298,000).   The total estimated cost of this project including the requested amount is $308,000.  This project is anticipated to be completed during the 2020 construction season. 

 

15th Aldermanic District

Lisbon Ave. (SM495190047)  File Number 190870: Combined sewer lining.  (Nonassessable Sewer Maintenance Relay Fund -- $18,000).   The total estimated cost of this project including the requested amount is $28,000.  This project is anticipated to be completed during the 2020 construction season.

Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized and directed to proceed with said work; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
