Title
Substitute resolution authorizing the Department of Employee Relations to issue a request for proposal for dental insurance benefits for City employees.

Analysis
This resolution authorizes the Department of Employee Relations to issue a request for proposal for dental insurance providers. Following the request for proposals process, the Department of Employee Relations shall provide the Finance and Personnel Committee with a recommendation for providers.

Body
Whereas, The City of Milwaukee currently provides dental benefits to employees through three different dental plan options including two pre-paid dental HMO style plans offered through CarePlus and Delta Dental and a fee-for-service PPO dental plan through Delta Dental; and

Whereas, The City pays a flat amount of the total cost of the dental plans and works to limit any increases in the employee cost by issuing periodic Request for Proposals for the City’s dental benefits; and

Whereas, The contract with the current providers, Delta Dental and CarePlus, will expire December 31, 2020; and

Whereas, It is in the City’s best interest to conduct a request for proposals process to obtain high quality benefits and competitive pricing for dental insurance providers commencing January 1, 2021; and

Whereas, The Department of Employee Relations will retain the services of Gallagher Benefits Services, Inc. the City’s benefits consultant, to lead the request for proposals process; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee that the Department of Employee Relations is authorized to issue a request for proposals for dental insurance providers; and, be it
Further Resolved, That following the request for proposals process, the Department of Employee Relations shall provide the Finance and Personnel Committee with a recommendation on the best choice of dental insurance providers.
