Title
Substitute resolution relating to changes to funded agencies for the Milwaukee Promise.
Analysis
This resolution allocates $350,000 in Community Development Block Grant funds set aside for the Milwaukee Promise. In addition, it authorizes a change in fiscal agent for three of the recipient agencies which lack the structure to manage the grant as awarded.
Body
Whereas, The amount of Community Development Block Grant (CDBG) funds available for the Milwaukee Promise as approved by the Common Council is $350,000; and

Whereas, The Black Male Achievement Advisory Council met on September 19, 2019, interviewed all of the organizations who responded to the Request for Proposals issued for these funds, and recommended the allocations contained in Attachment A; and

Whereas, Three of the funded organizations included in Attachment A lack the structure to manage the grant as awarded; and

Whereas, Each of these three organizations has notified the Community Development Grants Administration (CDGA) of the need for a change in fiscal agent to manage the responsibilities of the grant; now therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the allocations as contained in Attachment A are approved; and, be it

Further Resolved, That the changes to fiscal agents as noted in Attachment A are approved; and, be it

Further Resolved, That the contracted agencies shall submit budget and activity reports in amounts and according to any conditions approved by the Common Council and in accordance with File Number 74-92-5v, to the CDGA and the City Comptroller for review and approval; and, be it

Further Resolved, That payments for CDBG costs incurred shall be paid in accordance with approved CDBG reimbursement policy based on the approval by the CDGA and the City Comptroller; and, be it
