This resolution directs the Commissioner of Neighborhood Services and the Director of the Department of Administration to collaborate on implementing workshops and training sessions for educating local contractors on City deconstruction contracting opportunities and successful procurement strategies with the City, and to present a plan to the Common Council within 3 months of adoption of this resolution.
Body
Whereas, The 2020 Budget was adopted by Common Council File Number 190001 on November 26, 2019; and
Whereas, Amendment 2 placed a footnote in the Budget stating “The Commissioner of Neighborhood Services and the Director of the Department of Administration shall collaborate on implementing workshops and training sessions for educating local contractors on deconstruction contracting opportunities and successful procurement strategies with the City”; and
Whereas, The Common Council passed File 170188 on November 11, 2017, creating deconstruction requirements for the removal of Milwaukee’s older and more historic primary dwelling structures; and
Whereas, The Common Council passed File 181331 on January 14, 2019, inserting a footnote in the Code of Ordinances stating that enforcement of code provisions relating to deconstruction of one-to 4-unit residential structures will be stayed until March 1, 2020; and
Whereas, Deconstruction is the practice of dismantling building components, specifically for reuse, repurposing, recycling, and waste management; and
Whereas, To properly and efficiently execute the directive of deconstruction under the code, local contractors should be trained and educated on City deconstruction contract opportunities and procurement strategies; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Neighborhood Services and the Director of the Department of Administration are directed to collaborate on implementing workshops and training sessions for educating local contractors on City deconstruction contracting opportunities and successful procurement strategies with the City; and, be it
Further Resolved, That the Commissioner of Neighborhood Services and the Director of the Department of Administration shall present these plans to the Common Council within 3 months of adoption of this resolution.
