Title

Analysis

This resolution directs the Chief Information Officer in the Department of Administration to establish a management training protocol in relation to new software platforms for affected City departments in order to ensure upper-level employees are on-boarded with new software programs.

 

Body

Whereas, The 2020 Budget was adopted by Common Council File Number 190001 on November 26, 2019; and

 

Whereas, Amendment 6 placed a footnote in the Budget stating, “The Chief Information Officer position in the Department of Administration shall establish a management training protocol in relation to new software platforms for affected City departments in order to ensure upper-level employees are on-boarded with new software programs”; and

 

Whereas, Software platforms are a significant cost to the City of Milwaukee, and are not always as efficient or cost-saving as the technology has the potential to be; and

 

Whereas, In recent years, cities of similar size to Milwaukee have expanded their use of in-house technology in order to offer more efficient services and increase transparency to the public; and

 

Whereas, The City of Milwaukee does not have a management training protocol to ensure that upper-level employees learn important skills and knowledge for operating the latest software tools; and

 

Whereas, Many computer software applications regularly undergo updates that require users to remain up-to-date; and

 

Whereas, Many upper-level employees have not received prior education or training in modern software applications, in large part because many platforms are new or receive frequent updates; and

 

Whereas, Learning and applying innovative technology to their work may allow some departments to speed up core functions, maximize accuracy, expand their capacities, and improve their performance; and

 

Whereas, Establishment of a management training protocol relating to new software programs will not add costs to the Department of Administration budget; and

 

Whereas, The 2020 adopted City Budget contains a footnote directing the Chief Information Officer to establish a management training protocol in relation to new software platforms; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Chief Information Officer in the Department of Administration shall establish a management training protocol in relation to new software platforms for affected City departments; and, be it

 

Further Resolved, That the Chief Information Officer shall update the Common Council on the management training protocol within 3 months of the adoption of this resolution.
