Title
Substitute resolution determining it necessary to make various nonassessable public improvements at various locations and appropriating funds for these purposes with the City engineering cost estimated to be $3,356,000 for a total estimated cost of these projects being $29,991,000.
Analysis
This resolution authorizes engineering studies on projects which by City Charter are nonassessable. After design plans and estimates of costs have been prepared, a resolution authorizing construction will be submitted to the Common Council. The City cost for engineering these projects is estimated to be $3,356,000 with the total cost estimated to be $29,991,000.

Resolved, By the Common Council of the City of Milwaukee, that it is necessary and in the public interest to do the following described improvements according to City specifications:
1st Aldermanic District
N. 22nd St. - W. Congress St. to W. Cornell St. (WT410200689) Relaying water main and Lead Replacement of Service. (Nonassessable Water Fund Budget Line 5010 -- $3,000; Nonassessable Water Fund Budget Line 6410 -- $32,000). The total estimated cost of this project including the requested amount is $500,000. This project is anticipated to be completed during the 2020 construction season.
2nd Aldermanic District
N. 66th St. - W. Congress St. to W. Medford Ave. (WT410200659) File Number 181588: Relaying water main. (Nonassessable Water Fund Budget Line 5010 -- $0;
(Nonassessable Water Fund Budget Line 6410 -- $5,000, Additional Funds). The total estimated cost of this project including the requested amount is $495,000. This project is anticipated to be completed during the 2020 construction season.
N. 69th St. - W. Marion St. to W. Glendale Ave. (WT410200663) File Number 181588: Relaying water main. (Nonassessable Water Fund Budget Line 5010 -- $0; Nonassessable Water Fund Budget Line 6410 -- $5,000, Additional Funds). The total estimated cost of this project including the requested amount is $495,000. This project is anticipated to be completed during the 2020 construction season.

The total estimated cost of this project including the requested amount is $1,200,000. This project is anticipated to be completed during the 2020 construction season.

W. Kinnickinnic River Pkway - S. 34th St. to S. 35th St. (SM495190062) Sanitary Sewer lining (Nonassessable Sewer Maintenance Relay Fund -- $10,000). The total estimated cost of this project including the requested amount is $17,000. This project is anticipated to be completed during the 2020 construction season.

Administration cost for high impact paving engineering (ST216200001): Nonassessable High Impact Streets -- $150,000). The total 2020 budget for the high impact resurface program is $8,000,000.
Handicap Ramp work to meet ADA requirements engineering - High Impact south side 2020 Projects (ST216200101): (Nonassessable High Impact Streets -- $100,000). The total estimated cost for this project including the requested amount is $1,000,000. This project is anticipated to be completed during the 2020 construction season.
Handicap Ramp work to meet ADA requirements engineering - High Impact north side 2020 Projects (ST216200102): (Nonassessable High Impact Streets -- $100,000). The total estimated cost for this project including the requested amount is $1,500,000. This project is anticipated to be completed during the 2020 construction season.
Administration cost for street paving engineering (ST211200001): (Nonassessable Reconstruction Paving Fund -- $1,000,000). The total 2020 budget for the street resurface/reconstruction program is $7,100,000.
Crack filling of various streets by contract (ST211200101) (Nonassessable Reconstruction Paving Fund -- $50,000). The total estimated cost for this project including the requested amount is $500,000. This project is anticipated to be completed during the 2020 construction season.
2020 Sidewalk Replacement (ST230200001) Laying concrete walk. Doing all necessary grading pertaining to said work. (Non- Assessable Sidewalk Reconstruction Paving Fund -- $100,000). The total estimated cost for this project including the requested amount is $1,500,000. This project is anticipated to be completed during the 2020 construction season.

(Nonassessable Reconstruction Paving Fund -- $50,000). The total estimated cost of this project including the requested amount is $930,000. This project is anticipated to be completed during the 2020 construction season.
High impact paving: N. 37th, N. 45th, W. Auer, W. Blue Mound, W. Dixon, N. Richards, W. Historic Mitchell, W. Lincoln, etc. (ST216200105) Asphalt surface overlay: . This project is anticipated to be completed during the 2020 construction season.

The total estimated cost of this project including the requested amount is $1,025,000. This project is anticipated to be completed during the 2020 construction season.
High impact paving: N. Sherman, W. Fond du Lac, W. Hampton, etc. (ST216200107) Asphalt surface overlay: (Nonassessable Reconstruction Paving Fund -- $85,000). The total estimated cost of this project including the requested amount is $1,060,000. This project is anticipated to be completed during the 2020 construction season.
Material Inspection at Various Locations (WT410190880) File Number 181383: Inspecting water main. (Nonassessable Water Fund Budget Line 5010 -- $0; (Nonassessable Water Fund Budget Line 6410 -- $14,000, Additional Funds). The total estimated cost of this project including the requested amount is $29,000. This project is anticipated to be completed during the 2020 construction season.

Further Resolved, That if surplus 2019 funds become available some or all of the 2020 budget projects may be funded with 2019 funds; and, be it
Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts.
