Title
Resolution relative to the acceptance and funding of the 2019 - 2020 Wisconsin Lead-Safe Homes Grant from the State of Wisconsin Department of Health Services.
Analysis
This resolution authorizes the Health Department to accept and fund the 2019 -2020 Wisconsin Lead-Safe Homes Grant from the State of Wisconsin Department of Health Services in the amount of $1,005,000 provided by the grantor. The purpose of the grant is to streamline a sustainable program to protect children from future lead poisoning by enrolling 30 - 50 properties into the Medicaid Program.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Department of Health Services for the 2019 - 2020 Wisconsin Lead-Safe Homes Grant for Continued collaboration with DNS to improve the number of safe and habitable housing units in Milwaukee; and
Whereas, The operation of this grant project from 07/01/19 to 06/30/20 would cost $1,005,000 provided by grantor with no city match and; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Wisconsin Department of Health Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2019 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled 2019-2020 Wisconsin Lead-Safe Homes Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2019 grant budget funds for specific items of equipment;
3. Expend from the 2019 grant budget funds for travel by departmental staff;
4. Enter into subcontracts as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2019 Positions Ordinance, C.C. File 180629, should be amended as follows:
