Title

Substitute resolution authorizing the Milwaukee Fire Department to enter into a revised agreement with Children’s Community Health Plan in connection with Community Paramedic services.

 

Analysis

This resolution authorizes the Milwaukee Fire Department (MFD) to enter into a revised agreement with Children’s Community Health Plan in connection with Community Paramedic services and the Mobile Integrated Healthcare (MIH) Program as it relates to Children’s Community Health Plan (CCHP) members. As identified, CCHP members may be enrolled in the Post Discharge Evaluation Program (PDEP) or the High Utilizer Program (HU). It further authorizes the proper City officials to enter into an updated memorandum of understanding.

 

Body

Whereas, The Milwaukee Fire Department continues to operate the Mobile Integrated Healthcare (MIH) Program to be proactive in its delivery of medical services to the citizens of Milwaukee by scheduling medical visits to the City’s most at-risk population in an effort to reduce unnecessary 9-1-1 calls and BLS and ALS transports; and

 

Whereas, Community Paramedic professionals are trained in using the core modules from the North Central EMS Institute’s Community Paramedic Curriculum; and

 

Whereas,The Milwaukee Fire Department will continue to attempt to locate, enroll and engage Children’s Community Health Plan members into the MIH program; and

 

Whereas, The Milwaukee Fire Department will continue to invoice Children’s Community Health Plan for Behavioral Health visits and for Physical Health visits with the approval of Children’s Community Health Plan for members enrolled in the CCHP Post Discharge Evaluation Program; and

 

Whereas, The Milwaukee Fire Department will continue to invoice Children’s Community Health Plan for locate/contact fee and for additional visits for members enrolled in the CCHP High Utilizer Program; and

 

Resolved, By the Common Council of the City of Milwaukee, that the revised agreement between the City of Milwaukee Fire Department and Children’s Community Health Plan to commence community paramedic services to Children’s Community Health Plan members, or a version substantively similar, and subject to such changes as the City Attorney may approve in negotiation with Children’s Community Health Plan, is approved; and, be it

 

Further Resolved, That the proper City officials are authorized to enter into this Agreement on behalf of the City of Milwaukee.
