Analysis

This ordinance increases the amount charged for Basic Life Support (BLS) and BLS-Emergency ambulance conveyances for patients who are residents of the city and for non-residents. The increases are as follows:

1.                     For residents, a 4% increase from $681 to $780.24.

2.  For non-residents, a 4% increase from $788 to $819.52.

 

In addition, this ordinance decreases the amount charged for mileage. Mileage is defined as the distance traveled with the patient in the ambulance from point of origin to destination. The rate, for both residents and non-residents is currently $19.27 per mile, and is decreased to $19.26 per mile. This is based on a 3-year rolling average from 2016-2018.

 

Finally, this ordinance amends BLS ancillary charges to encompass 6 bundled categories based on an average cost of supplies typically used in the procedures.

 

Body

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

 

Part 1.  Section 75-15-14-c-1 to 3 of the code is amended to read:

 

75-15. Ambulance Certification Regulations.

 

14. DETERMINING RATES BILLED BY PRIVATE SECTOR PROVIDERS.

 

c-1. For patients who are residents of the city of Milwaukee, for basic life support, [[$681]]>>$708<<and, for basic life support-emergency, [[$681]]>>$708<<. When patients require treatment without transport, a [[$161]]>>$227<< basic life support non-transport fee shall apply.

 

c-2. For patients who are not residents of the city of Milwaukee, for basic life support, [[$788]]>>$819<<and, for basic life support-emergency, [[$788]]>>$819<<. When patients require treatment without transport, a [[$231]]>>$326<< basic life support non-transport fee shall apply.

 

c-3. In addition to the charges provided in subds. c-1 and 2, a charge of [[$19.27]]>>$19.26<< per mile shall be assessed for mileage, mileage to be defined as the distance traveled with the patient in the ambulance from the point of patient origin to destination.

 

Part 2. Section 75-15-15 of the code is repealed and recreated to read:

 

15. BASIC LIFE SUPPORT ANCILLARY CHARGES BILLED BY PRIVATE SECTOR PROVIDERS. Pursuant to sub. 12-d, certified providers are authorized to charge the following:

 

 a. Ancillary charges.

a-1. Airway: $25.90.

a-2. Ventilation and CPR: $379.6.

a-3. Bandaging and Trauma Treatment: $22.06.

a-4. Personal Protection Equipment: $28.23.

a-5. Obstetrics and Child Delivery: $234.65.

a-6. Splinting and Immobilization: $475.58.

 

b. Drug charges. Drugs allowed by the state of Wisconsin emergency medical technician basic scope of practice and approved by the Milwaukee county council on emergency medical services, shall be charged at the same rates established under sub. 17.
