Analysis
This resolution authorizes the Commissioner of Public Works to execute a Maintenance Covenant document titled Green Infrastructure Ten-Year Maintenance Covenant for Nine Green Alleys at various locations throughout the City. The Maintenance Covenant requires the City of Milwaukee to keep, preserve, and maintain the seven (7) green alleys constructed as part of the City’s 2017 alley reconstruction program at various locations in the 5th, 7th, 8th, 10th and 11th Aldermanic Districts.

Body
Whereas, Stormwater pollution control is an important component of the City of Milwaukee’s (City) storm water management regulations and the City’s stormwater permit with the Wisconsin Department of Natural Resources (DNR); and

Whereas, Nonpoint sources such as roadways have been recognized as the primary source of environmental pollution by discharging polluted runoff directly into the local streams and water bodies, threatening natural habitat and species; and

Whereas, In 2017, the City was awarded Green Solutions Funding from Milwaukee Metropolitan Sewerage District (MMSD); and

Whereas, The funds allowed the construction of permeable alleys (green alleys) bounded by the following areas:

West Cleveland Ave., West Montana St., South 49th St. and South 50th St. - 11th Ald. Dist.
West Greenfield Ave., South Layton Blvd., West Scott St. and South 28th St. - 8th Ald Dist.
West Main St., South 61st St., South 62nd St. and lands north - 10th Ald. Dist.
West Auer Ave., West Concordia Ave., North 87th...
