Title

Resolution authorizing the transfer of funds from the Capital Improvements-Advance Planning Fund account to a subaccount for the preparation of a design charette for the West Burleigh Street Business Improvement District and St. Joseph Hospital Campus, in the 7th and 10th Aldermanic Districts.

Analysis

This resolution transfers $10,000 in funds from the 2019 Capital Improvements-Advance Planning Fund account into a subaccount for a design charette for the West Burleigh Street Business Improvement District and St. Joseph Hospital Campus.

Body

Whereas, On December 1, 2009, the Common Council of the City of Milwaukee (“Common Council”) approved the West Side Area Comprehensive Plan as a component of the City of Milwaukee Comprehensive Plan; and

 

Whereas, The West Side Area Comprehensive Plan identified revitalization and redevelopment opportunities in the West Burleigh Street Business Improvement District (“BID No. 27”) and identified the St. Joseph Hospital Campus as a major institutional anchor for the district; and

 

Whereas, The City of Milwaukee (“City”) Department of City Development (“DCD”) is working with BID No. 27 and other area stakeholders, including residents and business owners, to explore redevelopment and design solutions for specific, underutilized sites along West Burleigh Street including underutilized portions of the St. Joseph Hospital Campus; and

 

Whereas, Neighborhood stakeholders and property owners will participate in a design charette with the University of Wisconsin-Milwaukee’s Community Design Solutions (“CDS”), focusing on five to six high-priority commercial corridor redevelopment sites; and

 

Whereas, CDS has conducted several design charettes in neighborhoods throughout Milwaukee that have led to the redevelopment of properties; and

 

Whereas, The City typically provides a financial match to the contribution of the neighborhood partner sponsoring these design charettes; and

 

Whereas, The design charette will provide a vision for redevelopment of high-priority, underutilized sites along the West Burleigh Street commercial corridor within BID No. 27 and at the St. Joseph Hospital Campus, including exploring potential changes in land use; and

 

Whereas, The current unencumbered balance in the Capital Improvements-Advance Planning Fund cannot be expended unless the funds are transferred to a specific subaccount; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is directed to transfer the amount of $10,000 from the Capital Improvements-Advance Planning Fund Account No. UR01219000A to be allocated to the Burleigh Charette Subaccount No. UR01280153 to be used by DCD for a design charette in the amount of $10,000; and, be it

 

Further Resolved, That DCD is directed to enter into such contracts and agreements, as necessary, for the design charette.
