Jonathan Ray 3061 N Gordon Cr stated he initiated the project and there are no sidewalks so you have to walk in the street. Robin Squire 3060 N Gordon Cr stated she has worked with Gaenslen School to try and resolve the issues with traffic. Lynn Sponick 3066 N Gordon Cr stated she loves living on her street and a speed hump changes the quality of the neighborhood. She added that a sign that says slow or caution would be better. Don Rabell 3074 N Gordon Cr stated traffic has been a problem since the school open and they use the cul-de-sac for the turnaround. He stated that the speed hump wouldn’t solve the problem. Lynn Mutchler 3065 N Gordon Cr stated that everyone has the right to drive down this circle and it’s not a private lane. Nancy Willert 3051N Gordon Cr stated she has the bird’s eye view and the problem is with the school. She added that she doesn’t think it’ll work. Analysis

This resolution confirms the report of the Commissioner of Public Works, as modified by the Common Council Committee, on projects for which Public Hearings have been held.  The resolution authorizes the levying of special assessments and directs the installation and construction of said public improvements.  The City cost of these projects approved by this resolution is estimated to be $41,600.  The total estimated cost of these projects is $41,600.

Whereas, The Common Council of the City of Milwaukee adopted preliminary resolutions, determining it necessary and in the public interest to construct and levy special assessments for the following improvements:

 

 8th Aldermanic District

 

S. 31st St. -- W. Hayes Ave. to W. Lincoln Ave. (ST211180283)  Install traffic calming speed hump(s).   (Assessable Reconstruction Paving Fund -- $6,200; Nonassessable Reconstruction Paving Fund -- $2,000) The total estimated cost for this project including the requested amount is $8,200.  This project is anticipated to be completed during the 2019 construction season.

 

S. 36th St. - W. Mitchell St. to W. Lapham St. (ST211190139)   Install traffic calming speed hump(s). (Assessable Reconstruction Paving Fund -- $5,200; Nonassessable Reconstruction Paving Fund -- $2,500) The total estimated cost for this project including the requested amount is $7,700.  This project is anticipated to be completed during the 2019 construction season.

 

10th Aldermanic District

 

N. 49th St. - W. Washington Blvd. to W. Vine St. (ST211190115)  Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $9,100; Nonassessable Reconstruction Paving Fund -- $2,500) The total estimated cost for this project including the requested amount is $11,600.  This project is anticipated to be completed during the 2019 construction season.

 

 

N. 70th St. - W. Locust St. to W. Lisbon Ave. (ST211180249)  Install traffic calming speed hump(s).  (Assessable Reconstruction Paving Fund -- $12,100; Nonassessable Reconstruction Paving Fund -- $2,000) The total estimated cost for this project including the requested amount is $14,100.  This project is anticipated to be completed during the 2019 construction season.

Whereas, The report of the Commissioner of Public Works has been filed with the City Clerk; and

 

Whereas, Notices have been sent to all interested persons and public hearings held; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works’ Report, as amended at said Public Hearing, is approved and the properties therein identified are benefited; and, be it

 

Further Resolved, That said Commissioner of Public Works is authorized and directed to proceed with said work in accordance with said report pursuant to Section 66.0703 and any other pertinent sections of the Wisconsin Statutes and in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the proper departments take such action as is required of them to assess the abutting or adjacent properties and collect such assessment in the manner directed by Section 115-42 of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to transfer such funds which are available for this purpose to the appropriate capital Project/Grant accounts; and, be it

 

Further Resolved, That the projects do not involve any parcels of agricultural land which are eligible for deferred special assessments under the provisions of Section 14.30 of the Milwaukee City Charter; and, be it

 

Further Resolved, That the Department of Public Works is authorized to use the funding as specified in the above description of work; and, be it

 

Further Resolved, That project  S. 31st St. (ST211180283);  S. 36th St. (ST211190139);  N. 49th St. (ST211190115); N. 70th St.  (ST211180249) will be billed after January 1, 2021, but not before 12 months after the project contract has been completed;; and be it

 

 

Further Resolved, That the following projects be deleted from the 2019 Paving Program:  N. 61st St. (ST211190146); N. 90th St. (ST211190129).
