Title
Resolution approving Amendment No. 1 to the Private Property Inflow and Infiltration grant from the Milwaukee Metropolitan Sewerage District (MMSD) for a project in the area bounded by West Harrison Avenue, West Kinnickinnic River Parkway, South 60th Street, and South 72nd Street in the 11th alderman district.
Analysis
This resolution authorizes the Commissioner of the Department of Public Works to apply and accept an amendment to increase the MMSD grant funding in the amount of $2,527,000, from $4,863,000 to $7,390,000, for an Inflow and Infiltration (I/I) Demonstration project. The purpose of the project is to reduce the amount of I/I in the sanitary sewer system, ultimately reducing the chances of basement backups to residents in the project area.
Body
Whereas, The City of Milwaukee (City) is eligible to accept funding from the MMSD through the MMSD’s Private Property Inflow and Infiltration (I/I) reduction program; and
Whereas, Common Council File No 180683 authorized the City to enter into an agreement (Private Property Inflow and Infiltration (I/I) reduction program agreement M10003MI07) with the MMSD to accept and fund a Private Property Infiltration and Inflow Reduction Project in an area bounded by West Harrison Avenue, West Kinnickinnic River Parkway, South 60th Street, and South 72nd Street; and
Whereas, The proposed work for this area will be expanded to include foundation drain disconnections and sump pump installations for approximately 440 properties; and
Whereas, MMSD has amended Article 1 of Said agreement to revise the end date from December 31, 2019 to December 31, 2021, an extension of two years; and
Whereas, MMSD has amended Article 2 of Said agreement to replace $4,863,000 with $7,390,000, reflecting an increase of $2,527,000 in the amount of funding; and
Whereas, This program is 100% voluntary and property owners can opt out at any time; now, therefore be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to accept and execute grant funding for the I/I reduction project without further Common Council approval unless the terms of the grant change as indicated in Common Council file 030712 (Grant Ordinance); and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project; and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a ten percent increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:

Further Resolved, That these funds are appropriated to the Department of Public Works, Infrastructure Services Division which is authorized to expend from the amount budgeted for specific purposes as indicated in the grant budgets and incur costs consistent with the award date; and, be it
Further Resolved, That the Commissioner of Public Works shall have the authority to authorize transfers within the project budget so long as the amount expended for any purpose shall not exceed the amount authorized by the budget by 10% and such transfers are in accordance with grantor regulations; and, be it
Further Resolved, That the Commissioner of Public Works on behalf of the City of Milwaukee be authorized to enter into subcontracts (and leases) as detailed in the project budget and in accordance with City purchasing procedures and grant and aid guidelines for awarding such contracts.
