Analysis
This resolution approves a Memorandum of Understanding (MOU) between the City of Milwaukee, Milwaukee County, and the Wisconsin Department of Transportation for the purposes of delegating responsibilities of litter pick up of areas within the highway right-of-way of the Milwaukee County freeway system.
Body
Whereas, the highway right-of way of the Milwaukee County freeway system impacts City of Milwaukee businesses, residents, and visitors; and
Whereas, the volume of litter has increase significantly over the last few years; and
Whereas, the level of need has increased beyond what the private sector can sustain; and
Whereas, there is significant interest from the business community for the beautification of many areas near and around the freeway system; and
Whereas, the City will benefit by cooperatively investigating new ways of using existing financial and contractual tools and pilot new tools that will result in more efficient processes, generation of new sources of funding or both; and
Whereas, The goal to enhance the aesthetics of the freeway areas will improve the quality of life of our citizens and provide a positive image to visitors; now, therefore be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the MOU with the County of Milwaukee, and the Wisconsin Department of Transportation; and, be it
Further Resolved, That the City is authorized to make minor changes to the MOU which do not change the intent of the agreement prior to the execution.
