Resolution authorizing an update to the Procurement Policies (Federal and Non-Federal) to conform to statutory changes to the Micro-Purchase and Simplified Acquisition Thresholds for financial assistance

WHEREAS, The Housing Authority of the City of Milwaukee updated Procurement Policy complies with Federal Regulations at 2 CFR 200.317 through 200.326, Procurement Standards the procurement standards of the Procurement handbook for Public Housing Authorities (PHAs), HUD Handbook 7640.8 REV 2 and applicable State and Local laws;
WHEREAS, the micro procurement threshold currently set at $3,000 shall be $10,000 (except for construction procurement which is set at $2,000), only one quote is required provided the quote is considered reasonable;
WHEREAS, the small purchase threshold which is currently set at $150,000 shall be $250,000, under the small purchase procedure shall obtain a reasonable number of quotes (preferably three) in which no advertisement is required; above $250,000 will solicit and receive formal bids in which advertisement is required; and
WHEREAS, our Procurement Policy dated April 17, 2019, will be revised to include these increases along with other minor revisions; and
RESOLVED, by the Commissioners of the Housing Authority of the City of Milwaukee that they be and hereby authorize and approve this updated; and, be it
FURTHER RESOLVED that all acts previously performed, relative to this matter, by the Commissioners and the Secretary-Executive Director of the Authority, be and hereby are approved, ratified, and confirmed in all respects.
