Title

Resolution approving a Suburban Mutual Assistance Response Teams Agreement between and among the City of Milwaukee and other participating Southeastern Wisconsin municipalities.

Analysis

This resolution approves the City of Milwaukee’s participation in the Suburban Mutual Assistance Response Teams Agreement, under which the Milwaukee Police Department and other Southeastern Wisconsin law enforcement agencies would assist one another in an extraordinary situation (e.g., severe storm, hazardous material incident or hostage situation) by assigning some of their personnel, equipment and other available resources to assist the affected law enforcement agency that is unable to effectively respond to the situation on its own.  The resolution also requests the Chief of Police, and directs the City Clerk and the City Attorney, to execute the Agreement on behalf of the City.

Body

Whereas, Extraordinary situations may arise which are beyond the capabilities of individual law enforcement agencies to address effectively in terms of personnel, equipment or other available resources; and

 

Whereas, Examples of these situations include severe storms, floods, hazardous material incidents, transportation accidents, large fires, public disorder, barricaded subjects, hostage situations, terrorist activities and dignitary protection; and

 

Whereas, The Milwaukee Police Department and other Southeastern Wisconsin law enforcement agencies have expressed their intent to assist one another in a situation of this type by assigning some of their personnel, equipment and other available resources to assist the affected law enforcement agency, thereby more fully safeguarding the lives, persons and property of all citizens in the area; and

 

Whereas, A mutual aid agreement is a definite and prearranged written agreement and plan whereby regular response and assistance is provided in the event of an extraordinary situation to a requesting law enforcement agency by other law enforcement agencies who have entered into the agreement; and

 

Whereas, The City Attorney’s Office, in consultation with the Milwaukee Police Department, has reviewed the attached Suburban Mutual Assistance Response Teams Agreement as the mutual aid agreement for the Milwaukee Police Department and other law enforcement agencies in the counties of Jefferson, Kenosha, Milwaukee, Racine, Walworth and Waukesha that commit to a mutual aid program; and

 

Whereas, The Common Council finds that the City of Milwaukee, Milwaukee Police Department and Milwaukee residents would all benefit from the Milwaukee Police Department’s participation in a mutual aid program for Southeastern Wisconsin; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the attached Suburban Mutual Assistance Response Teams Agreement is approved; and, be it

 

Further Resolved, That the Chief of Police is requested to execute this Agreement on behalf of the City of Milwaukee; and, be it

 

Further Resolved, That the City Clerk and the City Attorney, are directed to execute this Agreement as well.
